MINUTES REGULAR MEETING-BOARD OF ALDERMEN Monday April 12, 2021
Proceedings of the Mayor and Board of Aldermen of the City of Jeanerette, State of Louisiana, at their regular meeting held Monday April 12, 2021 at 6:30 p.m.
Those present were: Mayor Carol Bourgeois Jr., Alderman Clarence Clark, Alderwoman Charlene Moore, Aldermen Garland Bourgeois, and Louis Lancon, Also present: City Clerk Susan Colden, Treasurer Catherine Roy, Chief Dusty Vallot, and City Attorney Lucretia Pecantte and Fire Chief Sherry Landry. Alderman Willie Ward was absent.
Mayor Carol Bourgeois Jr., led in prayer and Alderman Bourgeois led the Pledge of Allegiance. Mayor Carol Bourgeois Jr. determined that a quorum was present.
5A. Alderman Lancon moved and Alderman Bourgeois seconded to approve Minutes of the Last Regular Meeting March 8th, 2021 with all necessary corrections. Motion carried of voice vote of all yea, no abstain and one absent.
5B. Alderman Bourgeois moved and Alderman Lancon seconded to approve of Minutes of the Last Special Meeting March 15th, 2021 with all necessary corrections. Motion carried of voice vote of all yea, no abstain and one absent.
6 & 7. Correspondence and Announcements by the Mayor: There will be a COVID vaccination event, sponsored by Louisiana Department of Health on Wednesday April 14, at King Joe Recreation Center from 9am-3pm. On Thursday the City of Jeanerette is participating in another food delivery by efforts of Church of God in Christ, USDA, NATCO, starting at 10 am-3pm including vegetables, fruit, canned goods and milk at the Church of God in Christ. Saturday 4-17 from 12 pm-2 pm, NexEvo will be touring the Hon Iron facility as part of a conference in New Orleans were they are showcasing some development efforts in textiles, 3D home building and even drones that they hopefully will be bringing to Jeanerette,
8A. Report from the Tuesday April 6, 2021 Policy and Personnel Committee Meeting Present-Mayor Carol Bourgeois Jr., Susan Colden City Clerk, Attorney Lucretia Pecantte, Alderman Clarence Clark, and Alderwoman Charlene Moore. The take home vehicle policy was reviewed and minor corrections were made. This policy will be available for the Board of Aldermen to review and vote on. The committee also discussed Policy 25, New Hire of Police Officer Training and Related Expenses, and tabled the further action on this Policy. The committee reviewed Section 4-1001, “Public Safety, Department Created; Classification; Number of Members” and discussed revisions, but determined this subject needed additional time for review. With no other business to consider the meeting was adjourned.
8B. Report from the Wednesday April 7 and 9th, 2021 City of Jeanerette Finance Committee Meeting Present- Mayor Carol Bourgeois Jr., Treasurer Catherine Roy, City Clerk Susan Colden, and Alderwoman Charlene Moore and Alderman Louis Lancon. The finance committee reviewed the P & L statement for all funds line by line to create the budget recommendations for the May meeting. With no other business to consider the meeting was adjourned. Aldermen Clark inquired if there would be a breakdown for the changes and Alderman Lancon confirmed there would be and that the committee is looking at if the scenarios would be sustainable not just for this year but also in the future. Alderman Clark asked about the Fire Protection and Police Protection funds if the funds would remain in their respective accounts if not fully used this fiscal year and the answer was yes, the funds are dedicated to those accounts.
8C. Report from the Thursday, April 8, 2021 City of Jeanerette Public Works and Safety Committee Meeting Present-Mayor Carol Bourgeois Jr., Susan Colden City Clerk, Alderman Butch Bourgeois, Fire Chief Sherry Landry, Public Works Director Howard White, and Wade Tillman. Wade Tillman reported the projects completed by Public Works for the month of March that consisted of water leak repairs, tree & trash removal, grass cutting, pothole repair and sewer line maintenance and sewer tap installation. Chief Landry stated that the overhead door was still not repaired and Ms. Colden will look into that. The Ventilation and Fire Behavior training classes through LSU were attended. A few members are going to test for certifications. Chief Landry trained was smoke as an alarm installer class and teamed up with Lafayette fire, Iberia fire and St Mary fire to install bed shaker alarms for deaf residents. Hose and Ladder testing was completed on March 18. While on medical call the Chief’s unit was side swiped. The person had left the scene but was located and the police were notified and a report was filed. Calls year to date 230, monthly 74-61 in city limits and 13 were auto aid. The Mayor reminded the group that hurricane season is coming up and we will need to think about our emergency plans. The Mayor also outlined the meeting with Tyrone Gammage of Waste Connection, public works had compiled a list of areas with bulk waste issues and Mr. Gammage promised additional pick up times including Saturdays. There also was a group of inmates that cleaned trash from Main, Martin Luther King and Pellerin. With no other business to consider the meeting was adjourned. Alderman Clark asked about Centerpoint’s responsibility when they come in to fix gas leaks. The Mayor responded that Center point is supposed to leave the area almost better then when they arrived. The coordination with public works is improving. Alderman Moore said there still is bulk waste issues, and the Mayor said her area should be getting picked up this week. The Mayor also commended Sheriff Romero and especially our district council woman Lady Fontenette Brown for their efforts to bring in the inmate labor to help with the collections.
8D. Statewide Electric on Sewer and Water Operations Neal Swain No complaints on the water side, the tests are being passed with flying colors. The group is in the process of working on the manganese and iron issues although it is not affecting the overall water quality. Ms. Susan worked with Mr. Swain and completed the inventory for LDH and EPA for the 2021. On Sewer side the contractors are continuing work on the rehabilitation project. Work should be done mid-May or first of June weather permitting. The contractors are doing a good job and public works has done a good job assisting. The Mayor said the work on St. Nicholas seems to be progressing well and Mr. Swain agreed and also the work on Main and Hon Iron also was progressing quickly. The contractor is working on all three stations simultaneously and Mr. Swain expects St. Nicholas to be finished in a week or so. Alderman Clark asked how many pumps are at the main station and Mr. Swain confirmed that there are currently two with a third mounted and waiting for electrical.
8E. Update from Lady Fontenette Brown Iberia Parish Council District 12. Ms. Brown first outlined the renewal of the litter abatement program that had been stopped due to COVID 19. Not only Jeanerette faces litter issues, it is a nationwide issue. Ms. Brown thanked public works for working collaboratively with IPSO during the clean up on MLK and Main Streets. The City of Jeanerette and IPG will be working on an intergovernmental agreement where the parish will be providing the bins and public works will be assisting in pick-up of bulk waste Alderman Clark is involved with to finalize the details. The American Rescue Plan authorized by President Biden and Congress will be providing supposedly 1.9 million to Jeanerette but the date that the funds will be distributed is still unknown. The next effort is trying to get an early voting site. These efforts put the debate of how the City operates as Special Charter versus Lawrason. Ms. Brown found that the legal opinion is pointing to the City being under the Lawrason Act. Since our elections are in an off schedule, if we switch our elections to the congressional schedule, the City could save on the cost of the elections. Alderman Clark asked about inmates working with public works for example in cutting grass. The Mayor said he had discussions with Sheriff Romero on that topic but there were safety concerns and if we are equipped to monitor the inmates and who pays for monitoring. Ms Brown said President Richard is really supportive of litter abatement. Alderman Clark then asked about the finding the signatures for cleaning the Kent St., Wilson and MacArthur drainage ditches. Ms Brown will follow-up with Dexter from the parish public works. Alderman Clark thanked Ms. Brown for all of her efforts for Jeanerette. Alderman Lancon asked if the City could get litter abatement on Pellerin Street and Ms. Brown said that was her intention also, the inmate’s crew had started on the wrong area. But with the intergovernmental agreement for the bulk trash romoval and President Richard pledge to provide no littering signs, that should help that area. The Mayor congratulated Ms. Brown on her hard work and Ms Brown thanked the Board for their support.
8F. Update from Fire Chief Sherry Landry, Chief Landry stated that much of her report was covered in the report by the Public Works and Safety committee but she had a few items to add. In February the department received a donation of $500 that was used to purchase a thermal camera. Chief Landry is also taking a class on Autism and Disability to better respond to those patient’s needs. The Mayor commended Chief Landry for her professionalism, communication and the great work her group does.
9. A. Authorization to advertise for bids for the “Sewer System Rehabilitation (Phase One) Pump Station No. 2 and Pump Station No. 7” contingent upon approval from Division of Administration, Office of Facility Planning and Control
Motion by Alderman Lancon and second by Alderman Clark to authorize to advertise for bids for the Sewer Rehabilitation (Phase One) Pump Station No. 2 and Pump Station No. 7. Motion carried of voice vote of all yea, no abstain and one absent.
9B. Take Home Vehicle Policy, Motion by Alderman Lancon and second by Alderman Clark to adopt the take home vehicle policy.
