MINUTES REGULAR MEETING-BOARD OF ALDERMEN Monday August 14th, 2023
Proceedings of the Mayor and Board of Aldermen of the City of Jeanerette, State of Louisiana, at their Regular meeting held Monday August 14, 2023 at 6:30 p.m.
Those present were: Mayor Carol Bourgeois Jr., Alderwoman Mariah Clay, Alderwoman Charlene Moore, Alderman Garland Bourgeois, Alderwoman Tia Simmons, Alderman Ray Duplechain. and City Attorney Lucretia Pecantte arrived late.
Alderwoman Moore led the prayer and Alderwoman Simmons led the Pledge of Allegiance. Mayor Carol Bourgeois Jr. determined that a quorum was present. –The Mayor asked to expand the agenda to remove item 13A to Adopt Ordinance 2023-07 Budget For Fiscal Year 2023-2024, and add 13B Introduction of Ordinance 2023-08 Budget for Fiscal Year 2023-2024, Moved by Alderwoman Moore and second by Alderwoman Clay roll call vote,

7. Correspondence by the Mayor-& 8. Announcements by the Mayor. The Mayor had the privilege of representing the City at the Water Sector Commission and He will be introducing Senator Bret Allain II. This month we also want to recognize our black entrepreneurs, Ms. Laura Brown addressed the council. Iberia Parish Council woman Lady Brown said there is a Parish wide event for the National Black business month at Anointed Soul Food on Thursday August 31, 5:30-8:00 pm. We will be conducting a City wide hydrant flushing Tuesday August 15 & 16 from 9:00 pm till 12:00 pm. The Fete Dieu Teche will begin in Franklin and the procession will travel through Jeanerette, around 2 pm, on the way to New Iberia on the Bayou Teche. The sacred procession will be offering prayers for peace. Senator Brett Allain II next addressed the council. Mr. Allain reported that the Water Sector awarded Jeanerette $1.390 Million in the first round the second round that the Mayor attended was for that 5 million grant that is a 50/50 match and that is still there for you to draw down. Three of the items that were in the Capital Outlay bill this year were for Jeanerette. The first was for the Water Sector improvements, this is additional dollars, this is State dollars where the Water Sector is Federal dollars. Jeanerette just needs to get with Facility Planning Commission to approve, it does not need to be bonded. This project has Priority 5 that will be inline to be funded in the future with another $575,000 by future legislature as priority 1 or 2. The sewer projects have a million dollars direct, and this money could be used as the match for the 5 million project. This is available to draw down with approval from Facility Planning Commission. That has 3.3 million in Priority 5 that could be moved up at a later date. The other project is the City Hall renovation $750,000 in cash just get approval from Facility Planning Commission, there is also $370,000 in reserve, Priority 5, and future legislative could draw that down. There was a bill that passed to help smaller municipalities with populations under 6,000 to have the ability to request to waive the match with approval from Facility Planning. Mr. Allain hopes that the projects can be started this year because the next administration could try to sweep the funds. Mr. Allain then said that he hopes everyone selects the next Senator well, to continue the relationship. Mr. Allain then introduced his son, Robert Allain III who recently qualified for the District 21 seat in the October 14 election. He outlined why he decided to run, wanting to serve and wanting to see opportunities for everyone to be able to stay in our area.
9.Reports
A Update from Barry Segura of Statewide Electrical Services on Sewer and Water `Operations Mr. Segura said for the Sewer plant they are still having issues with the bar screen, they will manually rake until it is permanently repaired. Mr. Segura said he would rather spend the funds to repair the aerators, return sludge pump and clarifiers. Mr. Segura is also going to get a quote to spray foam the building to keep weather and bugs out. Lift stations we have a few that have some issues, but they are addressed in the budget. On the water operations, the tower is back online and the service pumps no longer have to run 24/7. The contractors are working at the plant on piping and changing parts out. They ran a new line from well 9 to the plant. We have been doing a lot of flushing, and we will have the city wide flushing and we have the auto flushers back out. After the plant is redone and the softeners and filters are back online it will be a completely different plant, basically brand new. The Mayor mentioned that the City is looking at the polyphosphates to help coat the inside of the cast iron pipes-but we will need approval from LDH.
B Update from Iberia Parks and Recreation commissioner John Boudreaux on Love Louisiana Projects at King Joseph and City Park. Mr. Boudreaux reported that the Iberia Parish Recreation and Playground Commission approved additional lighting at Jeanerette City Park and King Joseph Park. The also approved pickle ball at City Park and 2 corn hole games. Mr. Boudreaux said there is a speed bump that has sink hole by it and it is getting deeper, he would also like to see a one way no entrance sign by the basketball court. Mr. Boudreaux would also like to see the speed reduced from 15 to 5 MPH around the park with the new walking track and playground equipment. Mr. Boudreaux would also like the City to connect the Main Street Pavilion to the City Park walking track. He also would like the Ordinance posted and enforced. There have been some temporary repairs to the roof at Ward 8 and the are waiting on permanent repairs. Alderwoman Simmons clarified the Ordinance mentioned is Public Intoxication. Mr. Boudreaux also said they tried to open the bathrooms again but they had multiple issues and they may have to close them again. There will be some adjustments to the sidewalk at King Joseph to address drainage. Alderman Duplechain asked about the water coming off the gym at King Joseph and it is dumping between the gym and the sidewalk. Nick Sonnier said a drain is getting installed there.
