MINUTES REGULAR MEETING-BOARD OF ALDERMEN Monday July 10th, 2023
Proceedings of the Mayor and Board of Aldermen of the City of Jeanerette, State of Louisiana, at their Regular meeting held Monday July 10, 2023 at 6:30 p.m.
Those present were: Mayor Carol Bourgeois Jr., Alderwoman Mariah Clay, Alderwoman Charlene Moore, Alderman Garland Bourgeois, Alderwoman Tia Simmons, Alderman Ray Duplechain. and City Attorney Lucretia Pecantte
Elder Albert Seabble led the prayer and Alderwoman Clay led the Pledge of Allegiance. Mayor Carol Bourgeois Jr. determined that a quorum was present. –The Mayor asked to expand the agenda to add 7A Fire Department awards, and to allow public comment on topics outside the agenda, on motion by Alderwomen Moore and second by Alderwoman Clay to allow the public to address the council, roll call vote,

5. Public Comment on Agenda items 6-12
Catherine Winthrow-Wanted to speak on the item 13, budget which is just being introduced. Wanted to address her comments about the police budget, and her concerns about crime and desires to have a fully staffed department.
Lauren Brown, wanted to address National Minority Mental Health Awareness Month- the Mayor said she could speak during his announcement time. Ms. Brown said minority’s face challenges to their mental health including lack of access to quality mental health services, and cultural stigmas.
6A. Approval of Minutes of the Last Regular June 12, 2023, Alderman Duplechain requested the City Clerk check the recording regarding the Aldermen’s comments striking items from the budget but wished the council approve with correction. Motion by Alderwomen Moore and second by Alderman Bourgeois to approve, voice vote of all Yea, no nay and no abstain, motion carried.
6B. Approval of Minutes of the Personnel & Policy Meeting July 5th 2023, motion by Alderman Bourgeois and second by Alderwomen Moore to suspend the reading of the minutes, voice vote of all Yea, no nay and no abstain, motion carried. Motion by Aldermen Bourgeois and second by Alderwoman Clay to approve, voice vote of all Yea, no nay and no abstain, motion carried.
6C. Approval of Minutes of the Finance Committee Meeting July 5th 2023, motion by Alderwomen Moore and second by Alderman Bourgeois to suspend the reading of the minutes, voice vote of all Yea, no nay and no abstain, motion carried. Motion by Aldermen Bourgeois and second by Alderwoman Simmons to approve, voice vote of all Yea, no nay and no abstain, motion carried.
6D. Approval of Minutes of the Public Works and Safety Meeting July 5th 2023, motion by Alderman Bourgeois and second by Alderwomen Clay to suspend the reading of the minutes, voice vote of all Yea, no nay and no abstain, motion carried. Motion by Aldermen Bourgeois and second by Alderwoman Moore to approve, voice vote of all Yea, no nay and no abstain, motion carried.
7. Correspondence by the Mayor-The water tower is 70-80% complete, the logo is going on. This is part of upgrading of the water system, Senator Allain told the Mayor the city is in line to receive 4.5 million for sewer upgrades, 1.1 million for City Hall renovations, and 1.5 million for water system upgrades. Chief Landry presented Acadian Life Saver awards for efforts on January 28,2023 in responding to an unresponsive woman. Awards were to Ned Davis, Clarence Clark, Wayne Green and Chief Sherry Landry. The Mayor then addressed the cost of elections and the recall.
9.Reports
A Update from Barry Segura of Statewide Electrical Services on Sewer and Water `Operations – lift stations, changed a few floats on Ira St. the mechanical bar screen at the plant failed, and a there is a plan for repair. On the water plant, tower is almost done, so still just spot flushing. At the plant some of the valves are getting replaced and it is helping the backwash issues. After the tower is done then the work at the plant can really get going, hopefully fully finished by September. There was discussion on the filling out the water complaint forms-this form will be posted on the City’s website

Contract Change Order #9, Sewer System Rehabilitation (phase 2) Southern Constructor’s to adjust contract to add aggregate, timber boards and change a valve, and omit PVC piping, painting concrete, concrete footing, net contract increase of $19,631.63 and add 30 days. Project # 8227-15-introduced by Gene Sellers. Motion by Alderman Bourgeois to approve, second by Alderwoman Simmons. Alderwomen Simmons asked if the change order results in an increase is that increase in the city’s portion or is the grant portion increased. Mr Sellers answered that it is part of the budget. roll call vote
