MINUTES REGULAR MEETING-BOARD OF ALDERMEN Monday March 14, 2022
Proceedings of the Mayor and Board of Aldermen of the City of Jeanerette, State of Louisiana, at their regular meeting held Monday March 14, 2022 at 6:30 p.m.
Those present were: Mayor Carol Bourgeois Jr., Alderman Clarence Clark, Alderwoman Charlene Moore, Alderman Garland Bourgeois, , and Alderman Louis Lancon, Also present: City Clerk Susan Colden, Treasurer Catherine Roy, Police Chief Vallot and City Attorney Lucretia Pecantte. Alderman Willie Ward was absent
Alderman Lancon led in prayer and Alderman Bourgeois led the Pledge of Allegiance. Mayor Carol Bourgeois Jr. determined that a quorum was present.
Motion by Alderman Lancon and second by Alderwoman Moore to move item 9A to item 5A voice vote of all yea. Motion by Alderman Lancon and second by Alderman Clark to expand the agenda to add items 5B. Recognition of heroic citizens, 7A. Report by Dustin Romero member of IDF Emerging Professionals group and Iberia Chamber, item 7B. Report by Interim President Jeanerette Chamber of Commerce Reverend Wilfred Johnson, 7C. Update from District 12 Parish Representative Lady Brown.

5. Alderman Bourgeois moved and Alderman Clark seconded to approve Minutes of the Last Regular Meeting on February 14th, 2022 with all necessary corrections. Motion carried by voice vote of all yea, no abstain and no absent.
5A. Authorize Sellers & Associates, Inc. to prepare plans and specifications for extending water and sewer services on the south side of Canal Street; together, with obtaining a DOTD permit for crossing the water main crossing Canal Street. Mr. Sellers began his report detailing the Water Line Extension under the railroad tracks along Hubertville Road. This project should begin on Monday March 21st, this project is funded through the Water Enrichment Funds, Alderman Clark asked how long it would take and Mr. Sellers said 2-3 weeks, and will help improve water flow and pressure on that west side of town. Next he addressed the Capital Outlay project for upgrading the sewer treatment plant and system-this project was broken into two phases. First, was the renovation of two of your major lift stations which has been completed. There will be a ten percent retainage fee due for approval for this project probably at your next meeting, total for the project was $162,000 and will be paid by the Capital Outlay and the match coming from the American Rescue Plan. The other project was the renovation of the sewer treatment plant the contract was awarded and the contractor was given the notice to proceed he has started, and this project is $838,000 and is being paid by Capital Outlay with the match from American Rescue Plan funds. There are a few more items that will also need repair at the plant and they are working with the contractor to determine the change orders. Mr. Sellers next addressed the high infiltration issue that causes large inflows to the sewer plant during a rain event. Since the City owns a parcel next to the sewer plant Mr. Sellers feels the City should consider constructing a retention pond to help with the large inflows, and also create retention areas in the City to allow the system to handle the flow and avoid backups. Mayor Carol Bourgeois Jr asked about the possible cost and Mr. Sellers said around one million dollars and could come from Capital Outlay and/or Community Development Block Grants, and Water Sector funds. Next was the Water Treatment Plant, request for $2.7 million, Senator Allain was able to get the project funded with $500,000 in Capital Outlay funds and $1,390,000 from Water Sector funds with the match for each. The Capital Outlay money with cover the painting of the water tower, and the plans are 90% complete and the plan should be ready to approve to advertise for bids at the next meeting. The money from the Water sector funds will be spent at the water plant and in six months the engineering should be able to address complete repair of one plant, parts of second plant, water wells, softeners, service pumps, electrical, and water meters cost of $1.7 million including the City’s match. For the Street repair, a quote was received for $217,000 to repair Minvielle Church to Main, Martin Luther King starting at Hubertville and Bourg streets and possibly parts of Wattigny at Main, starting in two weeks with the millings being laid on the sewer plant road. The City was awarded $400,000 for the Love Louisiana Outdoors Grant for improvements at King Joseph and City Park and the Iberia Parks and Recreation will be spending $50,000 at Burleigh Park. Finally, regarding the plans and specifications for extending water and sewer services on the south side of Canal Street; together, with obtaining a DOTD permit for crossing the water main crossing Canal Street. It should be $17,000 to bring water but will work with Howard to determine sewer. On motion by Alderman Lancon and second by Alderman Clark to prepare the plan. Roll Call Vote as follows:

5B. Recognition of heroic citizens - Noah Pullin USPS Mail Carrier and Linda DeRouen were honored for their efforts to alert the Robertson family that their home was on fire.
6. Correspondence by the Mayor-First the City received a response from the Parish Planning and Zoning regarding the business on Guiberteau St, and the Jacob Weaver from Parish stated that the application was rejected but they are trying to work with the applicant. The next item was the Cooperative Endeavor agreement that the City entered into concerning the Jeanerette Rural Health Clinic. The City owned the property and the Parish owned the building and IMC provided the services. The Parish donated the building and the City donated the property where the clinic is located to IMC for the purposes of continued operation of the clinic. Council Lady Brown was not in attendance so the Mayor announced that the polling places in Jeanerette are as follows District 12-1 St. Peter to Domingue to railroad tracks votes at City Hall. District 12-2 Domingue to Hubertville votes at Ward 8. District 12-3 from south of railroad Hubertville to St. Peter votes at King Joseph. District 12-4 Country area everything south of Admiral Doyle will vote at the Grand Marais Fire Dept. Regarding Jackson Town, Reverend Johnson said they will vote at Belle Place. Demolition is taking place on corner of Lewis & Main, the “Western Auto” building. That crew has also offered to look at the two buildings on Main Street that the City owns. The City has also surveyed the town’s “blighted properties” and the list was turned over to the Treasurer, Ms. Roy. If there are any other properties contact the Mayor.
7. Announcements.-First the Mayor invited Bishop BK Stevens for the Jeanerette Anti-Violence Association presenting the It Takes a Village event April 2 & 3 at King Joseph Recreation Center. The event will highlight youth recreation, music, food, car show, cash prizes and mentorship opportunities. Contact 337-201-5501 or 337-579-7468 for more information. Interim President Jeanerette Chamber of Commerce Reverend Wilfred Johnson addressed the upcoming Community Resource Fair that is being held in collaboration with New Chapter PUSH and the Acadiana Workforce Solutions. There will be a number of businesses present to hire individuals as well as resources for those looking for work.
7A. Dustin Romero from IDF and chair of the emerging young professionals board which meets the last Tuesday of each month and is trying to focus on business development, informed social media, recreation, safety government affairs and to educate potential new home buyers on resources available to them. The Mayor also wanted to highlight that the City has received quotes for the roof of the fire station and public works facility. The Mayor invited Mr. Jake Blanchard, from LA Roofing, he introduced himself and told of his commitment to the area and to shop local.
8A. Report from the Tuesday, March 8, 2022 City of Jeanerette Finance Committee Meeting Present - Mayor Carol Bourgeois Jr., Treasurer Catherine Roy, City Clerk Susan Colden-who arrived at 12:30, Alderwoman Charlene Moore, Alderman Louis Lancon and Calvin Bodin and Judge Gary LeGros. Judge LeGros addressed the committee regarding budgetary items for the court. The Sales Tax revenue is slightly lower than last year and Utility payments are on par with a total of 2004 customers. Cash flow is on projection with a reserve and the LAMP and bank balances are healthy. Aged payables are good, we will have 2 bond payments this fiscal year as the old bond payments were due in July and the new note is payable in March. The P & L is mostly within expectations but it was noted that fuel and a few maintenance items are outside projections and the expenditures and revenues should be at 67%. Pitney Bowes unit was discussed and a less costly option was approved. The Cyclops system to allow our current meters to provide a remote daily read was reviewed. This system works with our current software system and is designed for meters that are hard to reach or difficult to read. The committee liked the system and the meter readers identifying meters to try the system on. Catherine Roy announced that the City was approved for the Love Louisiana Outdoors grant for $400,000 and the city’s match is the engineering fees. Also OCD-LGA has made a decision for the FY 2023 Public Facilities Program to prioritize street improvements under this program. With no other business to consider, the meeting was adjourned.
8B. Report from the Tuesday, March 8, 2022 Policy and Personnel Committee Meeting. Present-Mayor Carol Bourgeois Jr., Susan Colden City Clerk, Treasurer Catherine Roy, and Alderwoman Charlene Moore absent Alderman Clarence Clark. The group discussed best practices for hiring and exit processes, Ms. Colden reported that Attorney Pecantte suggested the City look at implementing a separation exit interview but will need time to develop to present to committee. After a brief discussion on various updates, the meeting was adjourned.
8C. Report from the Tuesday, March 8, 2022 City of Jeanerette Public Works and Safety Committee Meeting
Present-Mayor Carol Bourgeois Jr., Alderman Butch Bourgeois, City Clerk Susan Colden, Treasurer Catherine Roy, Fire Chief Sherry Landry, and Public Works Supervisor Wade Tillman and Public Works Director Howard White absent Alderman Willie “Poochie” Ward. Chief Landry reported 86 calls, 76 in the city and 10 auto aid, there was 1 structure fire and 2 trash grass fires. Chief Landry is requesting changes to Section 11-4007 Trash Fires to clarify that the fire must be in a nonflammable container that is at least 50 feet from any building and supervised with a water supply present. This Ordinance will be available for introduction at the March meeting. The oil was changed on the Chiefs unit and the Durango will be taken to Lipari for stripping and the Durango will need lights and a speaker. There was some discussion on if accessories from an old police unit would work but the lights are the wrong color. Chief Landry will need to locate replacement IS batteries for the radios. Hose and ladder testing is scheduled for March 25th. Four sets of air packs will be ordered and one for the sewer plant and one for the water plant. Unit 602 had a broke coolant hose, and COVID kits were distributed on Friday the 4th. Supervisor Wade Tillman reported 15 areas were marked for Dottie requests, 3 water leaks were repaired, 11 sewer lines were cleared, and grass was cut at 18 areas and Main St. trash bags were changed. Twenty-seven potholes were repaired. With no other business to consider the meeting was adjourned.
8D. Report from Statewide Electric Sewer and Water Operations by “Molly” Shenika Jones, Water Plant ran daily samples at plant and sample sites per LDH, flushed hydrants around the City for normal flush and in response to customer complaints. Routine maintenance was performed at the water plant the Potassium Phosphate and brine is both in use and the hardness readings continue to decrease. There are five auto flushers around the City at the end of Kent St., St. Peter and Martin Luther King, Main and St. Peter, and Pecan Lane and Old Jeanerette Highway. The 600 amp breaker and wiring was changed that caused the pressure to go down February 5th. On the sewer side, sewer plant and lift stations were checked daily, weekly samples were collected. On Feb 7th final inspections were performed on lift stations 2 & 7. On February 14, changed the phase monitor at King Joseph station,

12A. Adopt Ordinance 2022-01 To Sell by Sealed-Bid, Certain Adjudicated Properties Acquired by The City of Jeanerette
The Mayor introduced, motion by Alderman Louis Lancon second by Alderman Clark to suspend reading of the ordinance, voice vote of all yeah, no nay and Alderman Ward absent. On motion by Alderman Lancon and second by Alderman Bourgeois to adopt the ordinance. Roll Call Vote as follows:

B. Introduce Ordinance 2022-03 To Amend Section 11-4007 Trash Fires Alderman Clark questioned some of the wording in this proposed ordinance and recommended to table, motion by Alderman Louis Lancon second by Alderman Bourgeois to table the ordinance, voice vote of all yeah, no nay and Alderman Ward absent
13. Adjourn There being no further business to bring before the Board of Aldermen a motion by Alderman Lancon and second by Alderman Clark to adjourn the meeting carried with a voice vote of all yea, no abstain and Alderman Ward absent.
