MINUTES OF THE REGULAR MEETING-BOARD OF ALDERMEN Monday February 10, 2025
Proceedings of the Mayor and Board of Aldermen of the City of Jeanerette, State of Louisiana, at their Regular meeting place held Monday February 10, 2025 at for the Public Hearing/Meeting at 6:30 p.m. The Mayor called the meeting to order and Elder Albert Seabble led the prayer, Alderman Duplechain. led the Pledge of Allegiance.
Those present were: Mayor Carol Bourgeois Jr. Alderwoman Mariah Clay, Alderwoman Charlene Moore, Alderwoman Christia Simmons, Alderman Ray Duplechain City Attorney Lucretia Pecantte and City Clerk Susan Colden. Alderman Garland Bourgeois was absent
Mayor Carol Bourgeois Jr. determined that a quorum was present. The Mayor reviewed the guidelines for Speaker Participation,
For item 5, public comment, Debra Bouie and Clarence Clark signed a card to speak on the resolution for former Mayor “TK” Alexander.
6.A. Approval of Minutes of the Last Regular Meeting January 13, 2025, motion by Alderwoman Moore and second by Alderwoman Simmons, motion carried on voice vote of all yea.
B. Approval of the Minutes of the Last Special Meeting February 3, 2025, motion by Alderwoman Moore and second by Alderman Duplechain, motion carried on voice vote of all yea.
C. Approval of Minutes of the Personnel and Policy Committee Meeting February 4, 2025 motion by Alderwoman Simmons and second by Alderwoman Moore, motion carried on voice vote of all yea.
D. Approval of Minutes of the Finance Committee Meeting February 4, 2025 motion by Alderwoman Moore and second by Alderwoman Clay, motion carried on voice vote of all yea.
E. Approval of Minutes of the Public Works and Safety Meeting February 4, 2025 motion by Alderman Duplechain and second by Alderwoman Simmons, motion carried on voice vote of all yea.
7.Correspondence by the Mayor-no correspondence, the City will be recognizing Ms. Verna Dubois Sonnier next month Ms. Sonnier was very involved in the little league and softball programs. The Mardi Gras parade will roll at 1 pm on Feb 23 and will start on Martin Luther King from Canal, turn on Pellerin and continue to Main St and end at Canal. Chief Moore said he has 50 officers
8.Announcements by Mayor. The Mayor recognized Mr. Gene Sellers of Sellers & Associates – he stated that it might be his last meeting in his official capacity. Mr. Gene stated that Mr. Todd Vincent will be representing the company going forward.
9.Reports A Update from Statewide Electrical Services on Sewer and Water Operations Mr. Anderson stated that the water plant is operating efficiently, good test results, and a city wide hydrant flush is scheduled for Feb 19 & 20 starting at 9 pm and going till midnight. For the sewer side, the lift stations are operating at the sewer plant two aerators are working and still working on the last one. The testing procedures are going well Alderman Duplechain asked when the water system grading reults will be announced, Mr. Clay did not know and City Clerk Susan Colden stated that when the results are available it will be announced and put on the website. Mr. Clay also added that during the freeze we were one of the few water systems that did not go down and they were able to keep our pressure in the system up.
B. Update by Chief Guy M Bonin to speak on the millage for the Fire District – The Chief stated that he has been at the position for 18 years and the department is going out for an additional 3.5 mills in March 29th. The department had been going on the same millage, 8.52, for the last 32 years and that was when the department was 6-8 persons and a small building. Now there is a paid staff of 27, they also subsidize departments in Jeanerette, Delcambre, and Loreauville at $10,250/year which may be adjusted if the millage adjustment passes. Mr. Bonin went on to say that they are looking to revitalize all of their stations. They cover 486 square miles of property.

Approval of PPE#2 to Southern Constructors in the amount of $12,084.40 for Raintree Property Sewer Main Relocation Mr. Todd Vincent said that southern Constructors produced a clear lien certificate so this payment releases the lien retainage. Motion by Alderwoman Simmons, second by Alderwoman Clay roll call vote

A. Resolution 1 of 2025 to grant the Mayor the authority to enter into an agreement with the Jeanerette Mardi Gras Association Krewe of Ezana. Motion by Alderman Duplechain, second by Alderwoman Moore roll call vote

B. Resolution 2 of 2025 To recognize and dedicate the areas on Martin Luther King from Hebert St to St. Peter St as the James “TK” Memorial Parkway. There were two comments by Debra Bouie and Clarence Clark, Alderwoman Clay asked if the City would be willing to pay for the sign. The Mayor wanted the Resolution voted on first. Motion by Alderwoman Clay second by Alderwoman Moore roll call vote
