MINUTES REGULAR MEETING-BOARD OF ALDERMEN Monday August 9, 2021
Proceedings of the Mayor and Board of Aldermen of the City of Jeanerette, State of Louisiana, at their regular meeting held Monday August 9, 2021 at 6:30 p.m.
Those present were: Mayor Carol Bourgeois Jr., Alderman Clarence Clark, Alderwoman Charlene Moore, Alderman Garland Bourgeois, Alderman Willie Ward and Alderman Louis Lancon, Also present: City Clerk Susan Colden, Treasurer Catherine Roy, Chief Dusty Vallot, and City Attorney Lucretia Pecantte,
Alderman Lancon led in prayer and Alderman Bourgeois led the Pledge of Allegiance. Mayor Carol Bourgeois Jr. determined that a quorum was present.
5. Alderman Lancon moved and Alderman Ward seconded to approve Minutes of the Last Regular Meeting July 12th, 2021 with all necessary corrections. Motion carried by voice vote of all yea, no abstain and no absent.
6 & 7. Correspondence and Announcements by the Mayor. Regarding the correspondence, Ms. LaKeya D. Manuel submitted a letter to the Mayor and Board outlining her opinions regarding inadequate law enforcement, bulk waste, roads, animals and more. The Mayor met with her and she is also willing to help resolve issues. The Mayor wanted to extend condolences to the following families-Miss Elizabeth Bourgeois Sovine and wife of Ron Sovine. Ron is a very active member of the community who has served on various committees. Next is Arthur “Cherry” Francis Jr., well known resident and entrepreneur and fabricator and was also involved in ministry. Elnora “Na-Nan” Rideaux Williams was a devoted Catholic and child care provider. Finally, Mr. George Pierce Jr. who is the father-in-law of our former Public Works Director Mr. Anderson Clay and was also an employee in the Public Works Department. Ms. Kristie Blanchard who is the Registrar of Voters for Iberia Parish, addressed the board regarding the temporary changes to voting precincts for the October polls due to a consolidation in polling locations. She emphasized that she knows that these changes will have to be adjusted after the census numbers are obtained. The Mayor and Alderman Lancon provided an update from the Louisiana Municipal Association convention held July 29-31 in Baton Rouge. They both felt it was valuable to try and get an understanding on the funds that are coming in and how they can be used and how to apply for it as well as sessions on blighted properties. Next year’s convention will be in Lafayette and the Mayor strongly encouraged the council to consider attending. Next the Mayor requested City Attorney Lucretia Pecantte address the council on how the board should function under the Cities’ Special Charter. Ms. Pecantte affirmed to the board how the City is indeed under Special Charter and not Lawrason Act and she reviewed the history of the Charter and how our Ordinances have everything in place that is required of the Charter. Where the Charter is silent or there is some grey area Ms. Pecantte suggested that the board convene an Ordinance convention to clear those items up. She did point out that everyone’s duties and responsibilities are well defined and she encouraged everyone to read and become familiar with the charter and the Ordinances to avoid confusion and reduce misinformation. She went on to state that make no mistake that we are Special Charter, and that has our authority over how we impose and collect taxes and the functions of the City. Mr. Willie Wilson was recognized, and questioned in light of the attorney’s findings how does that affect past employee organizations. After a brief discussion it was determined to review this item at the Policy Committee.
8A Report from the Tuesday August 3, 2021 Policy and Personnel Committee Meeting Present-Mayor Carol Bourgeois Jr., Susan Colden City Clerk, Treasurer Catherine Roy, Alderman Clarence Clark, and Alderwoman Charlene Moore. The committee discussed the need to create job descriptions for all positions to aid in training. The committee also discussed creating internal department procedures to create accurate documentation. With no other business to consider the meeting was adjourned. .
8B Report from the Wednesday August 4, 2021 City of Jeanerette Finance Committee Meeting Present- Mayor Carol Bourgeois Jr., City Clerk Susan Colden, Treasurer Catherine Roy and Alderwoman Charlene Moore and Alderman Louis Lancon. Sales Tax revenue is up and Utility payments are on par and we are collecting what is billed and will continue to send all debts to collections. Cash flow is within projections and transfers are less than projections. The Cash Flow was adjusted to make fewer but larger transfers. LAMP and bank balances are good. We are building reserves to meet future grant match expectations. The P & L is good, expenditures should be at 8.3% and the new budget will be reviewed with the department heads. The bond payment was made. This occurs every July. The committee reviewed the water plant operations contract with Statewide Electrical and made some recommendations for changes. The group discussed the proposal from Daylight Capital and is recommending the board approve the agreement. We are investigating giving customers the ability to auto-draft payments. With no other business to consider, the meeting was adjourned.
8C. Report from the Thursday, August 5, 2021 City of Jeanerette Public Works and Safety Committee Meeting Present-Mayor Carol Bourgeois Jr., Susan Colden City Clerk, Treasurer Catherine Roy, Alderman Clarence Clark, Fire Chief Sherry Landry, Police Chief Dusty Vallot, Public Works Director Howard White and Supervisor Wade Tillman,. The Mayor congratulated Howard White and Wade Tillman for successfully completing Water Distribution Level 1 Certification. The group discussed the repair project by Centerpoint contractors and the repairs to the streets that will need to be made after the projects are completed. The Mayor is also working with the Parish to get inmate labor to clean areas of the town and Howard White is working with Dexter and Joe Williams from Iberia Parish to help with drainage work. Lift stations 6, 10, and Main are nearly completed and Stations 2 & 7 are ready to start. Station 7 will be upgraded first since the pump has recently failed there and a by-pass pump is being used. Wade Tillman reported on water distribution repairs, street repairs and drainage work. Chief Landry reported the fire department responded to 86 calls in July, 96 in City and 10 auto aid. Lighting inside Church Street station was completed and the door still needs a new motor. Chief Vallot reported 289 calls in the month of July. 1-drugs, 4-guns/shots, 32-alarms, 25-medical, 22-traffic, 5-Domestic, 28-Disturbances, 46-Misc. 3-Auto accidents, 8-Fireworks, 12-Theft, 2- Auto Theft, 2-Identy theft, 6-dog complaints, 11-criminal damage, 7-juvenile complaints, 6- suspicious cars, 2-loud music, 4- Residential Burglary, 1-assault and 6 fights. Some audit projects were discussed as well as equipment purchases. With no other business to consider the meeting was adjourned.
8D. Statewide Electric on Sewer and Water Operations Neal Swain: Sewer operations has been smooth and the renovations to 6, 10 and Main, is nearly complete and Statewide Electric programmed the panels for the transducers and they are working. Last week the pump at the lift station by King Joseph failed and a bypass pump needed to be installed. The engineers and the contractors have this station set for renovation next and they are expediting this station. On the water side, our test numbers are good, we did have an inspection and some items were cited as deficiencies and those items will be addressed going forward. But the quality of the water is really good. The flushing program is working and they will work with the fire department as they do their annual hydrant testing.
