MINUTES REGULAR MEETING-BOARD OF ALDERMEN Monday July 12, 2021
Proceedings of the Mayor and Board of Aldermen of the City of Jeanerette, State of Louisiana, at their regular meeting held Monday July 12, 2021 at 6:30 p.m.
Those present were: Mayor Carol Bourgeois Jr., Alderman Clarence Clark, Alderwoman Charlene Moore, Alderman Willie Ward and Alderman Garland Bourgeois, Also present: City Clerk Susan Colden, Treasurer Catherine Roy, Chief Dusty Vallot, and City Attorney Lucretia Pecantte. Absent was Alderman Louis Lancon,
Alderwoman Moore led in prayer and Alderman Ward led the Pledge of Allegiance. Mayor Carol Bourgeois Jr. determined that a quorum was present.
The Mayor requested the agenda be expanded to include item 8E Report by Tyrone Glover from Congressmen Higgins office and item 9E, Community concerns about public safety, motion by Alderman Bourgeois and second by Alderwoman Moore to expand the agenda.
5. Alderman Bourgeois moved and Alderwoman Moore seconded to approve Minutes of the Last Regular Meeting June 14th, 2021 with all necessary corrections. Motion carried by voice vote of all yea, no abstain and Alderman Lancon absent.
6 & 7. Correspondence and Announcements by the Mayor: Prime Time Head Start Program at 600 Ira St (old Jeanerette Elementary), is still accepting applications for children 6 weeks to 5 years. They will also be hosting a fair coming up.
8A Report from the Tuesday July 6, 2021 Policy and Personnel Committee Meeting Present-Mayor Carol Bourgeois Jr., Susan Colden City Clerk, Alderman Clarence Clark, and Alderwoman Charlene Moore. The committee reviewed the proposed changes to the Application for employment form and approved the new form with changes. The committee also reviewed changes to current Policy 4A, New Employee Checklist and approved the changes and will recommend the Board of Aldermen adopt the revised checklist. With no other business to consider the meeting was adjourned.
8B Report from the Wednesday July 7 City of Jeanerette Finance Committee Meeting Present- Mayor Carol Bourgeois Jr., City Clerk Susan Colden, and Alderwoman Charlene Moore and Alderman Louis Lancon. Presentation by Samuel Sarpong from Daylight Capital Advisors concerning refunding of USDA Rural Development Loan and Series 2005 General Obligation Bonds. These bonds are scheduled to be paid through 2045 and with the current lower interest rates the City could see savings in this area. This item will be reviewed more in August. Sales Tax revenue is down and with shortages in areas such as autos that could affect future revenues. The Utility payments are on par, cash flow is within projections and transfers are less than projections. LAMP and bank balances are good. The P & L good, and the Fire Protection funds is coming from the Parish. Revenue is within 5%. Drainage and Street projects are going to be started. With no other business to consider the meeting was adjourned.
8C. Report from the Thursday, July 8, 2021 City of Jeanerette Public Works and Safety Committee Meeting Present-Mayor Carol Bourgeois Jr., Susan Colden City Clerk, Alderman Butch Bourgeois, Fire Chief Sherry Landry, Public Works Director Howard White and Supervisor Wade Tillman,. The Mayor outlined a meeting with Ramone Guidry, contractor for Centerpoint, regarding the work to repair leaks and the damage to the roads. Troy Decuir from Centerpoint will be working with Wade to confirm when they are working in our town and that they will be repairing the road as after they are done. The Mayor is also working with the Parish to get inmate labor to clean Main Street. Wade Tillman reported on water distribution repairs, street repairs and drainage work. There was some discussion on upcoming culvert repair and road repair. Chief Landry reported the fire department responded to 104 calls in June, 93 in City and 11 auto aid. The Dodge (Chief’s unit) has the preventive maintenance and recall work completed. Lighting inside Church Street station needs repair and Mark’s Electric is working on it. Dwaylon Jenkins passed his Hazmat Awareness certification. With no other business to consider the meeting was adjourned.
8D. Statewide Electric on Sewer and Water Operations Neal Swain: June was rainy but the sewer projects are rolling along with St. Nicholas and Main Station nearly completed and the contractors are still working on Hon Iron. Mayor Bourgeois Jr. asked about the size of the pumps in Hon Iron and Mr. Swain said there was 2-7.5hp suction lift pumps and the King Joseph and Bayside stations will be updated next. The Mayor and Mr. Swain discussed the infiltration. Alderman Clark asked what was being done to reduce infiltration. Mr. Swain discussed the smoke testing to identify problems. The Mayor and Alderman Clark discussed possible options and will continue to find solutions. Mr. Swain then touched on the water system. The lab results and performance of the plant has been good. There was an issue the other night were a control breaker had tripped the SCADIA system showed the pump was running but since there was no power the system couldn’t turn on the pump even though it was trying to call for it to run. The operator on duty acknowledged but did not respond to the automated call from the plant and she was reprimanded. The situation was quickly resolved and the system was brought up very quickly.
8E. Update by Tyrone Glover Field Representative for 3rd Congressional District under Congressman Clay Higgins. Brief update concerning Haiti Louisiana has shipped 450 metric tons of rice but due to the unrest and the murder of their president, the Congressman asked the State Department to step in to distribute the rice. Since January we have been hit with storms, hurricanes and floods. Mr. Glover outlined the monies funneled through FEMA to help with the recovery from the severe weather events. Congressman Higgins is continuing to work on flood mitigation with the dredging of the Vermillion River along with infrastructure projects including streets and bridges especially the I-49 connector. Mayor Bourgeois Jr. thanked the Congressman and his staff for their help in getting the IRS penalty to the City waived.

C. Authorize to award the Sewer System Rehabilitation (Phase One) Pump Station No. 2 and Pump Station No. 7 to Southern Constructors in the amount of $155,000.00 contingent upon Office of Facility Planning and Construction concurrence and approval. Introduction by Mayor Carol Bourgeois Jr.. Motion by Alderman Bourgeois and second by Alderwoman Moore to award the project to Southern Constructors. Roll Call Vote

D. Approval of changes to Personnel Policy 4ANew Employee List
Introduction by Alderman Clark. Motion by Alderman Clark and second by Alderman Bourgeois, Motion carried by voice vote of all yea, no abstain and Alderman Lancon absent.
E. Community Public Safety Mayor Bourgeois Jr. said there has been numerous calls regarding community issues and how we are addressing them. As elected officials the primary responsibility is the safety, health and welfare of our community. One way to insure this is with a strong policing presence. There has been complaints received in writing concerning response times and the manner in which the incidents are handled. The Mayor wanted to assure the citizens that we are reviewing where we stand as an agency. It has even been suggested that we enter an intergovernmental agreement with another agency. That is not an option, but we are looking at the situation and talking to the council members for feedback so we will do the right thing for our citizens. We are going to work on staffing issues just as quickly as we can. It was also suggested that we institute a curfew for the juveniles’. The Mayor would like feedback on that item. Alderwoman Moore asked why they are going to the Mayor and not to the Aldermen, she would like to hear the concerns Alderman Clark agreed. The Mayor said it seems like everyone calls the Mayor for everything, and they should call their Aldermen also. Alderman Clark would like the concerns forwarded to the Aldermen. There was lively discussion regarding public safety and responsibility and the Mayor said the topic will be reviewed.

Mayor Carol Bourgeois Jr. introduced the Ordinance and discussed the wording in part (e). Motion by Alderman Clark and second by Alderman Bourgeois to leave public session and enter regular session.
