MEETING-BOARD OF ALDERMEN Tuesday, November 13, 2018

Proceedings of the Mayor and Board of Aldermen of the City of Jeanerette, State of Louisiana, taken at regular meeting held TUESDAY November 13, 2018, at 6:30 p.m. The Mayor and Board of Aldermen met in regular session at their meeting place, City Hall, Jeanerette, Louisiana.

Those present were: Mayor Aprill Foulcard; Alderwoman Christia Simmons and Aldermen Kenneth Kern, Charles Williams, Sr., Clarence Clark, and Butch Bourgeois

Also present were: Financial Administrator David Greer, City Attorney Roger Hamilton, and City Clerk Susan Colden
Absent: None
Alderman Kern led in prayer, and Alderwoman Simmons led the Pledge of Allegiance. Mayor Foulcard determined that a quorum was present.
Alderman Kern moved and Alderwoman Simmons seconded to approve the Regular Meeting board minutes of the October 9, 2018 meeting with all necessary corrections. Motion carried.
There was no correspondence
Announcements by the Mayor:
-Thank you from JCDC Committee was read by the Mayor
-Annual Food for Families Food Drive on Tuesday December 4, at the First Church of God in Christ in Jeanerette was announced.
Reports
Report from the Wednesday November 7, 2018 City of Jeanerette Finance Committee Meeting
Present-Mayor Aprill Foulcard, Alderwoman Tia Simmons, Mr. David Greer, Susan Colden. The October LAMP Reconciliation and Sales Tax receipts were reviewed and the latest A/P aging report. There was discussion on water, sewer and garbage rates comparing projected expenses to revenues, the group will review information. The Blue Cross Blue Shield policy for 2019 was presented for review with more details coming in December. There was a brief discussion regarding possible shifts in supplemental insurance with more information coming next month. Mr. Greer mentioned a proposal coming from Cleco but did not have the details yet and he noted just receiving the draft of the 2016 audit report. With no other issues to discuss the meeting was adjourned

Other Reports
Update from Fiscal Administrator Mr. David Greer-Outlined the finance committee report and USDA debt reserves issues. Lack of revenue to cover water service expenses by approximately $17,500 per month. Sewer revenue versus expenses are short approximately $9,000 per month. Garbage revenue vs expenses are short by about $11,000 per month. Blue Cross and Blue Shield is increasing 5.5% so there is a review of plan options, as well as reviewing our offering of supplemental policies.

Update from Neil Swain of Statewide Electrical Services on Sewer Operations
On Oct 12, the rental by pass pump was removed and an electric pump was installed. When the station is rebuilt this pump can be used for other purposes. There is no excursions, and the plant is running well. The road to the sewer plant can be done by Statewide Electrical, they just need materials.
Update from Mr. Joseph Milton, Operations Supervisor from Waste Connections-he was absent.

Appointments-Iberia Parish Recreation Board request amend the dates of Mr. Jones term was introduced by the Mayor to mark the end of his first term at 12/31/18 rather than March 6, 2018. The new term should be 1/1/19-12/31/2024. Motion by Alderman Clark and second by Alderman Williams. Motion carried

There being no further business to bring before the Board of Aldermen, Alderwoman Simmons moved and Alderman Bourgeois seconded to adjourn the meeting, motion carried.
