MINUTES MEETING-BOARD OF ALDERMEN Monday November 9, 2020
Proceedings of the Mayor and Board of Aldermen of the City of Jeanerette, State of Louisiana, at their regular meeting held Monday November 9, 2020 at 6:30 p.m.
Those present were: Mayor Carol Bourgeois Jr.; Alderwoman Charlene Moore and Aldermen Louis Lancon, Willie Ward, and Garland Bourgeois, Also present: City Clerk Susan Colden, Catherine Roy Treasurer, Fire Chief Sherry Landry and Officer Jamaal Davis, City Attorney Roger Hamilton. Absent: Alderman Clarence Clark who joined the meeting during item 8A at 7:00 pm.
Alderwoman Moore led in prayer and Alderman Ward led the Pledge of Allegiance. Mayor Carol Bourgeois Jr. determined that a quorum was present.
Alderwoman Moore moved and Alderman Lancon seconded Approval of Minutes of the Regular Meeting of October 15th, 2020 with all necessary corrections. Motion carried of voice vote of all yea.
Announcements by the Mayor: Congratulations to Marshal Fernest Martin on his re-election as City Marshal and Roger Hamilton as he moves toward runoff for Judge of 16th Judicial District H, and to all the candidates who ran. Alderman Lancon stated that due to COVID concerns they were not having a Veterans program this year, there will be a wreath at the memorial for anyone who wants to pay their respects. Alderman Ward said New Iberia will have a program and group 5448 will continue to have their program. A Thanksgiving meal for the elderly will be held Wednesday November 18 from 11 am to 1 pm, and is sponsored by the Jeanerette Chamber, Marshal Fernest Martin and Mayor Carol Bourgeois Jr. and area merchants. Plates can be picked up at Ward 8 and deliveries are available. November 12 there will be an economic development presentation the Heavenly Harvest group. December 12th, will be the annual Channel 10 Foodnet food drive will be held with non-perishable items brought to the First Church of God in Christ. Jeanerette Fire Department will be taking donations for Thanksgiving baskets. Deadline for donation is Friday November 20th.
7A Report from the November 3, 2020 Policy and Personnel Committee Meeting Present-Mayor Carol Bourgeois, Susan Colden City Clerk, Treasurer Catherine Roy, Alderman Clarence Clark, and Alderwoman Charlene Moore. The committee recommending that the board adopt a change to Policy 10, City Holidays to add retain All Saints Day as a City Holiday to follow Iberia Parish Government holiday schedule. There was discussion of ideas for developing upcoming policies for all departments. The committee will seek to work with a consultant to help develop these policies. With no other business to consider the meeting was adjourned.
7B Report from the Wednesday November 4, 2020 City of Jeanerette Finance Committee Meeting. Present- Mayor Carol Bourgeois Jr., Treasurer Catherine Roy, City Clerk Susan Colden, Alderman Louis Lancon, and Stacey Bienvenu and Calvin Bodin-Stacey Bienvenu from Brown and Brown presented the healthcare options for City. The current plan has an increase for 2021 for 2.10%. This increase of $9.68 would increase employee portion by $1.45 per month and the City would be $8. 23. The short term disability and life insurance plan offered by Lincoln had no increases for 2021. After discussion regarding various options, the committee decided to recommend the board approve the current Blue Cross Blue Shield plan with the 85/15 contribution, with the 2.10% increase. The JFD Monthly report and Sales Tax reports were reviewed and it was noted that Sales Tax revenues are still good and are higher than projected. Utility billing will reflect the new rates in the November billing and the bad debt recovery and other utility fees were reviewed. Cares Act funds was reflected in the P&L and Catherine stated that there would be another distribution coming. The claims submitted through the Cares Act on behalf of the City Court and the Marshal were distributed. The request for reimbursement funding for the Fire Chief truck through Cares Act was denied but the Janitorial expenses were approved. The October P& L statements were reviewed and expenditures should be at 33.3% at this point. LAMP accounts, bank balances and cash flow projections and account payable aging reports were in line with expectations. The upcoming Tax Roll from the Parish will be sent as soon as it is received. The quotes for a new recording system for the council chambers was reviewed, the hard drive of the current system failed. With no other issues to discuss the meeting was adjourned. The Mayor added that after meeting with Judge Simmons, the court has agreed to provide upgrades to the recording system. Alderman Lancon added that he was notified that the tax roll was received by City Hall today and should be sent out soon.
7.C Report from the Thursday November 6th, 2020 City of Jeanerette Public Works Committee Meeting
Present- Mayor Carol Bourgeois Jr., Alderman Butch Bourgeois, Treasurer Catherine Roy, Public Works Director Howard White, City Clerk Susan Colden. Water meter Ordinance was reviewed and the group discussed notification when meters are replaced. Mayor Bourgeois Jr. and Ms. Roy outlined the need for updating inventory lists and generating a complete list for the council to declare salvage. Howard White addressed debris and also outlined upcoming repair projects. With no other issues to discuss the meeting was adjourned.
7D. Neal Swain from Statewide Electric on Water and Sewer Operations, Mr. Swain said the water quality has improved and has not received a complaint in 3 months. There has been water pressure issues during flushing and they are looking at moving the flushing times to lessen the effect. They are keeping the tower full and only using one ground storage tank and that seems to be working well. The brine system is just been put back online so that should have a positive effect on the hardness. Alderman Lancon agreed that it has made a difference. The only real damage from the hurricane has been to the service pole that is located under the water tower. Only the pole itself was damaged and service was not interrupted, so all of the electronics were able to be salvaged. Mr. Swain has been working with the contractors answering questions. Maybe look at getting more Auto flushers. The Mayor added that the complaints has been formalized to provide tracking. After a brief discussion Mr. Swain addressed sewer operations. There were no real damages from the hurricanes. The effect on the system after heavy rains should hopefully be addressed by the new lines. The line down Church Street is full of tree roots, and the station at Hon Iron dumps right into Canal. Which all drains into the station behind the Gulf station. They will be bypassing that now and they are addressing the root problem and Hon Iron station will run down Church Street and bypass the Gulf Station which should address issues on Main Street businesses. Alderman Ward asked about Sonic and there is not an issue that is known about water and not sewer. The water issue seems to stem from the amount of items connected to the system and pressure levels as a result of the systems.
8A. Stacey Bienvenu from Brown & Brown for BCBS renewal –After a brief recap from Ms. Bienvenu and a few questions with Alderman Clark arriving at 7 pm. Motion by Alderman Lancon and second by Alderman Clark with a voice vote of all yea to table.
8B. Change to Policy 10, City Holidays. After a brief discussion to add All Saints Day as an City Holiday to be consistent with Parish Holidays, motion by Alderman Clark and second by Alderman Ward with a voice vote of all yea to approve the additional day.
9A. Resolution 13 of 2020 Requesting Financial Assistance Under 2020-2021 LGAP & CWEF
Alderman Lancon moved and Alderman Clark seconded to suspend reading of the resolution. Motion carried of voice vote of all yea. Alderman Lancon moved and Alderman Clark seconded to adopt Resolution 13 of 2020 Requesting Financial Assistance Under 2020-2021 LGAP & CWEF. Motion carried of voice vote of all yea.
The following resolution was offered by Alderman Lancon, seconded by Alderman Clark and duly resolved:

RESOLUTION NO. 13 of 2020
A RESOLUTION REQUESTING FINANCIAL ASSISTANCE FROM THE STATE OF LOUISIANA
UNDER THE FISCAL YEAR 2020-2021 LOCAL GOVERNMENT ASSISTANCE PROGRAM
AND COMMUNITY WATER ENRICHMENT FUND PROGRAM

WHEREAS, the Louisiana Legislature has appropriated funding for the Fiscal Year 2020-2021 Local Government Assistance Program (LGAP) and Community Water Enrichment Fund (CWEF) Program; and

WHEREAS, the Local Government Assistance Program offers grants to eligible municipalities and parishes for a wide range of projects to improve public health, public safety, living conditions and for economic development purposes; and

WHEREAS, the Community Water Enrichment Fund Program offers grants to eligible municipalities and parishes for rehabilitation, improvements and new construction projects for community potable water systems; and

WHEREAS, it is deemed necessary and proper to submit applications to the Louisiana Office of Community Development under the Fiscal Year 2020-2021 Local Government Assistance Program and also the Fiscal Year 2020-2021 Community Water Enrichment Fund Program.

NOW THEREFORE BE IT RESOLVED by the City Council of the City of Jeanerette that Mayor Carol Bourgeois, Jr. is hereby authorized to sign and submit an application to the State of Louisiana, Office of Community Development under the Fiscal Year 2020-2021 Local Government Assistance Program and also execute any and all documents should this grant be funded; and

BE IT FURTHER RESOLVED that the Mayor is hereby authorized to sign and submit an application to the State of Louisiana, Office of Community Development under the Fiscal Year 2020-2021 Community Water Enrichment Fund Program and also execute any and all documents should this grant be funded.

THEREUPON, the above resolution was declared adopted.

10. A. Adopt Ordinance 2020-07 to Permit Golf Carts and Sporting Vehicles,
Motion by Alderman Lancon and second by Alderwoman Moore to suspend the reading of this Ordinance. Motion carried of voice vote of all yea. Mayor Carol Bourgeois Jr. outlined that the purpose of this ordinance is to establish a Golf Cart Ordinance within the City of Jeanerette. Motion carried with a voice vote of all yea. Motion by Alderman Bourgeois second by Alderman Clark to leave regular session and enter public meeting, voice vote of All Yea, motion carried. After a brief discussion on motion by Alderman Lancon and second by Alderman Clark to Leave Public Meeting and return to Regular Session, Voice Vote of All Yea motion carried. Motion by Alderman Lancon second by Alderman Clark to amend to Ordinance 2020-07 to Permit Golf Carts and Sporting Vehicles to remove sporting Vehicles and C2 concerning lawn mowers and tractors. Motion carried on voice vote of All Yea. Motion by Alderman Lancon and second by Alderman Clark to Adopt Amended Ordinance 07 of 2020 To Enact Part 9 Motor Vehicles and Traffic Chapter 7 Golf Carts
