MINUTES MEETING-BOARD OF ALDERMEN Thursday October 15, 2020
Proceedings of the Mayor and Board of Aldermen of the City of Jeanerette, State of Louisiana, at their regular meeting held Thursday, October 15, 2020 at 6:30 p.m.
Those present were: Mayor Carol Bourgeois Jr.; Alderwoman Charlene Moore and Aldermen Louis Lancon, Willie Ward, and Clarence Clark Alderman Garland Bourgeois, Also present: City Clerk Susan Colden, Catherine Roy Treasurer, Fiscal Administrator David Greer Fire Chief Sherry Landry and Chief Dusty Vallot, City Attorney Roger Hamilton came during item 7E.
Alderman Lancon led in prayer and Alderman Bourgeois led the Pledge of Allegiance. Mayor Carol Bourgeois Jr. determined that a quorum was present.
Mayor Carol Bourgeois Jr. requested to have the agenda expanded to add item 9 as Resolution No. 12 of 2020 A Resolution Requesting Financial Assistance From the State of Louisiana Under the Fiscal Year 2021-2022 Capital Outlay Program. Motion by Alderman Clark and second by Alderman Lancon to add item 9 and re-number the remaining items as necessary, motion passed on voice vote of all yea.
Alderman Clark moved and Alderman Bourgeois seconded Approval of Minutes of the Regular Meeting of September 14th, 2020 with all necessary corrections. Motion carried of voice vote of all yea.
Announcements by the Mayor: The Mayor welcomed everyone and explained that the meeting date was changed from Monday October 12th to today because of the threat of effects of Hurricane Delta which thankfully did minor damage to our area. Halloween will be celebrated by efforts of Alderman Clark, Terri Thompson and the Jeanerette Chamber and Rev Wilfred Johnson vice president of A New Chapter Push Jeanerette United Organization came up with a plan to hold the event at the Ward 8 Center from 6-8pm on October 31 as a drive thru event to lessen contact between persons. Candy can be donated at City Hall and Jeanerette Chamber, Rescheduled from October 10th to Saturday October 17 is a public Rosary Crusade. The march begins at St. John’s the Evangelist Church and continues St. Nicholas Street to the Cypress Pavilion. This event starts at noon and is part of an annual event that celebrates the secret of the rosary. The Mayor also supported of the proclamation of the Red Ribbon Drug-Free Campaign.
7A Report from the Tuesday October 6, 2020 Policy and Personnel Committee Meeting
Present-Mayor Carol Bourgeois, Susan Colden City Clerk, Treasurer Catherine Roy, Alderman Clarence Clark, and Alderwoman Charlene Moore, Discussed drafted changes to policy for natural disasters that impact essential and non-essential personnel. This also include procedures to track response efforts for possible FEMA reimbursement. The group felt with the possible impact of Hurricane Delta, this policy be sent out to the department heads as current practice. The committee is advocating that the board adopt a change to Policy 10, City Holidays to add Sugar Cane Festival to follow Iberia Parish holiday schedule. There was discussion of ideas for Halloween. With no other business to consider the meeting was adjourned.
7B Report from the Wednesday October 14, 2020 City of Jeanerette Finance Committee Meeting
Present- Mayor Carol Bourgeois Jr., Treasurer Catherine Roy, City Clerk Susan Colden, Alderman Louis Lancon, and Alderwoman Charlene Moore and Calvin Bodin. The JFD Monthly report and Sales Tax reports were reviewed and it was noted that Sales Tax revenues are still good and are slightly higher than projected. Utility billing is behind projections and the bad debt recovery and other utility fees were reviewed. Cares Act funds will be available next month for discussion. September P& L statements were reviewed and expenditures should be at 25% at this point. LAMP accounts, bank balances and cash flow projections and account payable aging reports were in line with expectations. The upcoming Tax Roll from Iberia Parish will be sent as soon as it is received. Blight issues and insurance costs were discussed. With no other issues to discuss the meeting was adjourned. The Mayor extended congratulations to our city treasurer and tax collector Catherine Roy for the superb job in getting the information together in a timely manner for the submission under CARES Act for the city to secure funds.
7C Report from the Thursday February 6th, 2020 City of Jeanerette Public Works Committee Meeting
Present- Mayor Carol Bourgeois Jr., Alderman Butch Bourgeois, Treasurer Catherine Roy, Assistant Public Works Howard White, City Clerk Susan Colden. Applications for the Public Works Director were reviewed and the committee and Mayor Carol Bourgeois Jr. chose Howard White as the new Public Works Director. The group then discussed the effects of Hurricane Delta. Mr. White informed the group of new lighting and security systems getting installed at City Barn. A list of equipment to be declared salvage will be finalized for November. Drainage and sewer projects were discussed. With no other issues to discuss the meeting was adjourned.
7D. & E. Eric Mouton from Statewide Electric on Water and Sewer Operations, For sewer operations, the plant and lift stations are checked daily with no excursions during the month. All tests were passed and they assisted contactors performing preventative maintenance on the plant on the 11th of September. Daily water testing and spot flushing was performed as well as plant maintenance. The quarterly and weekly water samples passed. The power pole connecting to the SCADIA system broke and was repaired and no systems were affected. The Mayor pointed out the low number of customer complaints regarding the discoloration and the improved quality of the water at the plant and the overall quality of the plant and thanked Statewide Electric on their efforts.
7F. Introduction of Alicia Johnson Butler Candidate for 16th Judicial District Division H Ms. Bulter addressed the council and provided a brief summary of her experiences, qualifications and views on court system
7G. Bo Duhe, Candidate for District Attorney-was unable to attend due to meeting date change
7H. Introduction of Terrance Moore Candidate for City Marshal Mr. Moore addressed the council and provided a brief summary of his experiences, qualifications and views on duties.
7I. Introduction of Rev. Samuel Wise III Candidate for City Marshal Mr. Wise addressed the council and provided a brief summary of his experiences, qualifications and views on duties.
8A. Declaration of Surplus items-motion by Alderman Lancon and second by Alderman Clark with a voice vote of all yea to table.
8B. Authorize Mayor to sign engagement letter with Standard Law Group for Adjudicated Property motion by Alderman Lancon and second by Alderman Bourgeois with a voice vote of all yea motion carried.
8C. Review applications for appointment to Iberia Parish Recreation & Playground District and Port of Iberia Board of Commissioners. Commissioner on Iberia Parish Park and Recreation board there was one applicant, John Boudreaux Sr. Motion by Alderman Bourgeois with second by Alderwoman Moore the motion carried on voice vote of all yea motion for appointment passed with Alderman Lancon abstaining. For Port of Iberia Board of Commissioner there were two applicants, Simieon Theodile Sr. and Carl Renner. Motion by Alderman Lancon with second by Alderman Bourgeois to nominate Mr. Carl Renner for the commissioner, motion went to roll call vote

8D. Adopt Natural Disaster Policy on motion by Alderman Lancon and second by Alderwoman Moore with a voice vote of all yea motion carried.
8E. Change to Policy 10, City Holidays motion by Alderman Lancon and second by Alderman Bourgeois to remove All Saints Day as a holiday and add Sugar Cane Festival with a voice vote of all yea motion carried. Motion by Alderman Lancon and second by Alderwoman Moore to make the change effective January 1, 2021, with a voice vote of all yea motion carried
9. Resolutions A. 12 of 2020 Requesting Financial Assistance From The State of Louisiana Under The Fiscal Year 2021-2022 Capital Outlay Program
Alderman Lancon moved and Alderman Clark seconded Approval of Resolution 12 of 2020. Motion carried of voice vote of all yea.
10. A. Adopt Ordinance 2020-09A AN ORDINANCE TO AMEND AND REENACT SECTIONS 7-1018 concerning water rates. The purpose of the ordinance is to ensure sustainable water rates for the city. Motion by Alderman Clark second by Alderman Lancon to suspend reading of the ordinance, voice vote of All Yea, motion carried. Motion by Alderman Lancon second by Alderwoman Moore to leave regular session and enter public meeting, voice vote of All Yea, motion carried. After a brief discussion on motion by Alderman Bourgeois and second by Alderman Lancon to Leave Public Meeting and return to Regular Session, Voice Vote of All Yea motion carried. Motion by Alderman Lancon second by Alderman Bourgeois to Adopt Ordinance 2020-09A AN ORDINANCE TO AMEND AND REENACT SECTIONS 7-1018 concerning water rates

Motion by Alderman Clark second by Alderman Lancon to suspend reading of the ordinance, voice vote of All Yea, motion carried. Motion by Alderman Lancon second by Alderwoman Moore to leave regular session and enter public meeting, voice vote of All Yea, motion carried. After a brief discussion on motion by Alderman Bourgeois and second by Alderman Ward to Leave Public Meeting and return to Regular Session, Voice Vote of All Yea motion carried. Motion by Alderman Clark and second by Alderman Lancon to introduce this Ordinance motion carried with a voice vote of all yea, motion carried.
Executive Session –Motion to leave Regular Session and enter Executive session by Alderman Clark and second by Alderman Lancon, Motion carried on voice vote of all yea. Motion by Alderman Bourgeois and second by Alderman Clark to leave Executive session and return to regular session carried with a voice vote of all yea.
Adjourn There being no further business to bring before the Board of Aldermen, motion by Alderman Lancon and second by Alderman Clark to adjourn the meeting carried with a voice vote of all yea.
