Minutes from the Tuesday August 5, 2025 Personnel and Policy Committee Meeting
Present- Mayor Carol Bourgeois Jr., Susan Colden City Clerk, Alderwoman Simmons, Alderwoman Moore, and also present Police Chief Terrance Moore. The Mayor called the meeting to order and led the prayer. There were no public comments. Alderwoman Simmons stated that after the discussion last meet she added a clarification to Policy 10 that provided an example that identifies the on call from call out compensation. She felt that the clarification did not need board approval because the main wording of the policy did not change. Everyone agreed. The next item was the proposed Ordinance for the food truck. Alderwoman Simmons said she examined similar ordinances from Abbeville and Youngsville. Ms. Simmons commented on how detailed this information is and we will need a lot of review. The first item was the amount of liability insurance required. One city asks for 2 million and another asks for a hold harmless. Alderwoman Simmons then referred to the last page that listed the permits required by state, parish and local governments. The most important is the health permit issued by the parish. There is the Louisiana Food Handler license. $15/employee, Business License, Sales Tax Permit they cannot have a full liquor license, unless there is a special event permit. With no other items to discuss the Mayor adjourned the meeting. Many communities are setting the rates for these permits at $200/year with a caveat that if it is the first year of operation and it is after the month of July the cost would be $100. She then touched on the dimensions of the food truck and there are minimum dimensions. There is also regulations on where it can park, what documents they have to have on hand. The Mayor also suggest to review Broussard. There was also mention of a need for an Air B-n-B ordinance and a discussion of what items such as permitting, fire inspection, occupancy limits and sales tax needs to be considered in a local ordinance. Then Alderwoman Simmons moved on to the problem of junk vehicles in the city. There is properties that have a large amount of junk vehicles, what is the penalties? Are we following current law, Alderwoman Simmons talked to Chief Moore, and gave him the state law. Then Alderwoman Simmons stated the first priority to work on is the food truck ordinance. The Mayor reported that at the LMA convention he attended in Lake Charles the new LMA president is local, the Mayor of Broussard, Ray Bourque and the Mayor of Baldwin, Clarence Vappie is very active in LMA. The Mayor will attend the Water Sector meeting on August 8 in Baton Rouge to request the extension for the new sewer plant. He then addressed the Clearence program and the condemnation process if the City does not have a signed permission letter. We are working to get the permission letters for all the homes identified on the list. Alderwoman Simmons asked about the number of homes versus the budget for Clearance. The Mayor said that we should have adequate funds. With no other items to discuss the meeting was adjourned.
