MINUTES OF THE SPECIAL MEETING-BOARD OF ALDERMEN Wednesday October 22, 2024 at 5 pm
Proceedings of the Mayor and Board of Aldermen of the City of Jeanerette, State of Louisiana in the Bourgeois Courtroom, 311 Bourgeois St Jeanerette, Louisiana 70544 to discuss the following topics in special session. The Mayor called the meeting to order and Alderman Duplechain led the prayer, Alderman Bourgeois led the Pledge of Allegiance. Those present were: Mayor Carol Bourgeois Jr. Alderwoman Mariah Clay, Alderwoman Charlene Moore, Alderman Garland Bourgeois, Alderwoman Christia Simmons Alderman Ray Duplechain City Attorney Lucretia Pecantte and City Clerk Susan Colden. Mayor Carol Bourgeois Jr. determined that a quorum was present.
5. Public Comments- Speaker Cards were received from Mr. Clarence Clark, the Mayor said those individuals may speak when the item is addressed.
6. Resolutions
A. Notice of Intent Resolution 19 of 2024 to issue Taxable Sewer Revenue Bonds Introduction by bond attorney J Hardy Andrews of Foley and Judell, who explained that this is a requirement of DEQ but it is a preliminary resolution and sets the maximum parameters for example not to exceed 4.4. million 0.95% for 22 years and authorizing Foley Judell LLC to act as the bond attorney. No questions from the council, Clarence Clark asked if there is uncertainty about the exact project cost and revenue sources, how can the rates be decided? Mr. Andrews replied that the rates are all modeled after the maximum of DEQ funding and that the Ordinance can be amended at any time if all the funds are not needed. It was also noted that the DEQ funding is through draw downs so if it is not needed you can choose not to request it. There were some questions regarding the use of the monies and restrictions. Alderwoman Moore asked how we keep the current sewer system compliant for the near future. There was a discussion of the current issues at the plant such as build up of sludge in the oxidation pond and oxidation ditch and the need for new aerators and the removal of sludge from the drying beds. Alderwoman Moore asked if the new plant would get overwhelmed during rain events from the inflow and infiltration issues? Mr. Nick said that the new plant would be protected by an equalization basin that could contain the high flow until the plant can process it. Alderwoman Moore also asked if the city would be receiving any funding for the project from Delta Regional Authority and Mr. Sonnier said they have not announced the awards yet. Clarence Clark asked about the monitoring of the wetlands, the plant still will treat the sewage prior to releasing to the wetlands. The discussion centered to 1900 utility customers potentially paying for a 5 million dollar sewer plant. It really will matter if the city is able to obtain the DRA grant for 2 million, as for fixing the current plant since it is a flood zone you will need to spend more to refurbish it. The council was looking for a compromise since the DRA grant is unknown. Alderwoman Simmons said then for tonight all we have to do is adopt the Resolution for the notice of intent to issue the taxable sewer revenue bonds. Mr. Hardy agreed and that action would satisfy the requirements by the water sector that the city is still moving the project forward but it would not bind the city to any particular plan, and wait to hear from DRA. Upon motion by Alderwoman Simmons to adopt the Resolution 19 of 2024 and second by Alderwoman Clay roll call vote

B. Resolution 20 of 2024 to Authorize Mayor to execute Purchase Agreements for the Sewer Treatment Plant Project. Upon motion by Alderwoman Clay to tablet the Resolution until it is determined if the city will receive the DRA grant, and second by Alderwoman Moore roll call vote

7.Ordinances
A Introduce Ordinance 2024-10B An ordinance authorizing the issuance by the City of Jeanerette, State of Louisiana of its Taxable Sewer Revenue Bond (DEQ), Upon motion by Alderwoman Simmons to introduce the ordinance and second by Alderwoman Clay, motion carried on voice vote of all yea no nay.
8.Adjourn On motion by Alderman Bourgeois and second by Alderwoman Moore voice vote of all yea the meeting was adjourned.
