MINUTES OF THE SPECIAL MEETING-BOARD OF ALDERMEN Thursday August 29th, 2024
Proceedings of the Mayor and Board of Aldermen of the City of Jeanerette, State of Louisiana, at their Special meeting held Thursday August 29th, 2024 at 5:30 p.m.
Those present were: Mayor Carol Bourgeois Jr., Alderwoman Mariah Clay, Alderwoman Charlene Moore. Alderman Garland Bourgeois, Alderman Ray Duplechain. Alderwoman Christia Simmons and Attorney Pecantte were absent
Mayor Carol Bourgeois led the prayer and Alderman Bourgeois led the Pledge of Allegiance. Mayor Carol Bourgeois Jr. determined that a quorum was present.
There were no Public Comments
6.Agenda A. Approval of Meca Energy LLC to conduct a Lead Inventory Survey as required by Louisiana Department of Health. Mr. Edwin Jones, Civil Engineer and Mr. Victor Winston Civil Engineer will be presenting. Mr. Edwin Jones of EJES incorporated and Mr. Victor Winston of MAVA Engineering LLC addressed the board. They provided background of their companies and then addressed the program that comes from the EPA and is part of the infra structure program. There is 38 million coming to the state every year for 5 years to help communities defray the cost of the survey to identify any lead lines and any additional replacement work that is required. There is a deadline of October 16 to begin the survey has to be in compliance. This money needs to be applied for in a grant and 49% of the monies are in a forgiveable loan of 49% with the remaining 51% are at zero interest for 30 years. This is not our main lines but the individual service lines to each home. Primarily, any service line installed before 1980, could have lead. When they apply for the grant, that will first cover the survey of the lines to the homes. Depending upon the records the city has will determine how many areas will need physical inspections at a cost of $50 per meter. Then after the survey, a second grant will request the funds to replace any lead lines found to the homes. The council will need to adopt a resolution to retain the services of Mr. Jones and Mr. Winston’s companies. Their companies will apply for the grant for the survey, then after the survey is complete, they will apply for the grant for us for the construction phase.
7. Adjourn –On motion by Alderman Bourgeois and second by Alderwoman Moore to adjourn carried on voice vote of all yea, no nay and no abstain.
