MINUTES REGULAR MEETING-BOARD OF ALDERMEN Tuesday May 14, 2024
Proceedings of the Mayor and Board of Aldermen of the City of Jeanerette, State of Louisiana, at their Regular meeting place held Tuesday May 14th, 2024 at 6:30 p.m.
Those present were: Mayor Carol Bourgeois Jr., Alderwoman Mariah Clay, Alderwoman Charlene Moore, Alderwoman Christia Simmons, Alderman Garland Bourgeois Alderman Ray Duplechain. and City Attorney Lucretia Pecantte were absent.
Mayor Carol Bourgeois Jr led the prayer and Alderwoman Simmons led the Pledge of Allegiance. Mayor Carol Bourgeois Jr. determined that a quorum was present.

6. A. Approval of Minutes of the Last Regular Meeting April 8, 2024-On motion by Alderwoman Clay and second by Alderwoman Simmons to approve carried on voice vote of all yea, no nay, no abstentions
B. Approval of Minutes of the Personnel and Policy Committee Meeting May 7, 2024- On motion by Alderwoman Moore and second by Alderwoman Clay to approve carried on voice vote of all yea, no nay, no abstentions.
C. Approval of Minutes of the Finance Committee Meeting May 7, 2024- On motion by Alderwoman Simmons and second by Alderwoman Clay to approve carried on voice vote of all yea, no nay, no abstentions
D. Approval of Minutes of the Public Works and Safety Meeting May 7, 2024 On motion by Alderwoman Clay and second by Alderwoman Simmons to approve carried on voice vote of all yea, no nay, no abstentions
7. Correspondence by the Mayor- The may stated that in the packets there was a letter from a concerned citizen regarding a group of young men “aggressively” having fun with water guns that have a rachet sound around areas of the town.
8. Announcements by the Mayor- The Mayor requested a moment of silence to remember several residents who have recently passed Viola Stevens, Martha Yancy, Cynthia Alexander, Elwin Alexander, Sirley Baker, and Joseph Butts. The Mayor then said he attended the 2024 Graduation of Jeanerette Sr High School last night and salutes all the area graduates and their families. This Saturday at 10am is the Suicide Prevention program at City Hall and following a walk to the Pavilion were there will be a short program. On May 16th there will be a butterfly release from 5:30-6:30 at Bouligny Plaza. The Butterflies can be purchased at Blue Butterfly Boutique and the monies are donated to the Unexpected Pregnancy Center. For Love the Boot month a group organized a cleanup two Saturday’s ago. Council woman Lady Brown Mayor Bourgeois Jr. and State Representative Marcus Bryant helped with the project The Mayor then presented a certificate from various agencies including Lt Governor Billy Nungesser and Bee the One to Help Someone, to The City of Jeanerette Public Works Department and Mr. Howard White for their help and support with the clean-up efforts. The Mayor also recognized the efforts of Boy Scout Troop 133 from New Iberia who cleaned the grounds at the museum.
9 A. Update from Statewide Electric on Water and Sewer Operations by Mr. Anderson Clay.- Wells 9 & 11 are back in production with well 11 being the primary well. The Chlorine room was fully re-furbished. The last of the 3 filters was coated on the inside. It will need then to sit for seven days and then it can be inspected. On approval the filter media can be put back in and have it filled with water and tested by LDH, when cleared it can be placed back into service. Then the softeners and the filters will be complete and they just need to paint the two wells and change the gaskets on the brine tank. Then the brine tank can be put back in service. On the sewer side there was some lift station pumps that were rebuilt and they should be installed soon. The Chlorine room at the sewer plant was re-furbished and now the Chlorine and SO2 is able to be easy used. The return sludge pump show come in next month and then the other Clarifier can be put online.
10. A. Update from Chief Dusty Vallot and Marshal Martin on Police Protection, Chief Vallot reported 155 calls 15 arrests, 6 juveniles, 10 warrants issued and 4 citations and 2 new hires-one full-time and one-part time officer. The full-time officer is non-post and is a new recruit so will take 6 months to train. At this time there are no other applicants. There were questions on staffing levels and how recruits are trained as well as questions on the budget. Marshal Martin, said there might be room to reduce costs. He then discussed training and sending them to post. He then detailed their activities, 9 citations, 20 traffic stops 4 arrests, on 30 complaints one arrest, arrested the second individual on May 7 involved in the shooting on Lovett on April 30. Regarding the shooting on Canal Street they arrested the individual that they believe was involved and turned him over to Chief Vallot for further questioning. Alderwoman Simmons asked the Marshal and the Chief if they can look at the schedule and see if there can be adjustments to scale back costs. The Mayor mentioned that we are going into the summer our police presence may be needed around certain events for the youth. Marshal Martin was asked about the youth with the water pistols that are masked up and even going into businesses and the Marshal stated that according to Title 14:313 states that it against the law to wear any mask in public except for parade and festivities. Regarding if it is going to be more hectic this summer, it was just passed into law that a 18 year old that is not a convicted felon can carry a weapon-so yes, you have to concerned if this young person has a weapon. Leroy Jones asked Marshal if during the basketball camps on Tuesday and Thursday if they can was through, he agreed. There was a discussion of programs and for lack of parent volunteers, and staffing for parks and rec. The Mayor also mentioned that Parks and Rec will be looking to have requirements for law enforcement presence at certain events and they need input to formulate the guidelines. Alderwoman Clay said that today’s youth need to work toward something and feel recognition because they are lacking it. This will be brought to the Parks & Rec. On motion for renewing the agreement between the Jeanerette City Marshal’s office and the City of Jeanerette and the Jeanerette Police Department until June 20th by Alderwoman Simmons, second by Alderwoman Moore, roll call vote

E. Water Treatment Plant - Phase 2 Project Budget Review – Mr. Todd Vincent stated that thus far the project was under budget by $22,000 so even with the Change Order for Frisco there is still about $13,000 in contingency funds available.
F. Approval of changes for Policy #30, Ethics for public employees Introduction by Alderwoman Simmons that this change designates a person responsible for tracking and gathering the information-it will be the department head and payroll clerk since that is currently the practice. Alderwoman Bourgeois offered a motion to extend the current agreement second by Alderwoman Clay, Alderwoman Simmons amended the motion to change the date the agreement ends to, 2024. roll call vote

G. Discussion of Millage Rates-Introduction by Finance Manager Christie Connor. Ms. Conner reviewed the revalued figures to use to compute our millage for 2024. The board and Mayor determined that the City did not need to roll forward and will
H. Authorize the Mayor to execute an agreement with Site Engineering for the Geotechnical Investigation for the Sewer Treatment Plant project in the amount of $15,600. Introduction by Todd Vincient of Sellers & Associates who reviewed the bids Alderwoman Simmons questioned what budget the funds were coming from and it is from the water sector funds, and they are ready to submit for the DRA grant. Alderwoman Clay asked about repairing the leaks- which is through a separate project. - Alderwoman Moore offered motion to approve second by Alderwoman Clay. roll call vote
