MINUTES REGULAR MEETING-BOARD OF ALDERMEN Monday December 11th, 2023
Proceedings of the Mayor and Board of Aldermen of the City of Jeanerette, State of Louisiana, at their Regular meeting held Monday December 11th, 2023 at 6:30 p.m.
Those present were: Mayor Carol Bourgeois Jr., Alderwoman Mariah Clay, Alderwoman Charlene Moore, Alderman Garland Bourgeois, Alderwoman Christia Simmons, Alderman Ray Duplechain. and City Attorney Lucretia Pecantte.
Alderwoman Clay led the prayer and Alderman Ray Duplechain led the Pledge of Allegiance. Mayor Carol Bourgeois Jr. determined that a quorum was present.
Alderwoman Simmons offered motion to have the agenda expanded to add item 10 G, Approval of Class B Liquor Permit for Family Dollar second by Alderwoman Moore. roll call vote

Alderwoman Clay raised a question concerning Aldermen submitting information in a timely manner tor inclusion on agenda.. The Mayor stated that there was no discussion with him in advance, and he had spoken to the individual involved; also as Mayor, he has the right to set and approve the agenda. Attorney Pecantte stated that that would only apply if our Ordinance is silent but our Ordinance, 2-1005, does provide a method for a Councilmen to place an item on the agenda and it can not be denied. There was a discussion regarding the interpretation, and attorney Pecantte stated that if you don’t like a rule then change it but the fact is that if a Council person wants something on the agenda and informs the Clerk in the mentioned time then it has to go on. The Mayor disagreed and Alderman Duplechain raised the concern that the Council wishes to have an item discussed then they should have an opportunity to do so. After a discussion Attorney Pecantte repeated the procedure in Ordinance 2-1005 and affirmed that the Ordinance does not state that the Mayor has to approve.
5. Public Comment on Agenda items 6-12- No comments
6.A. Approval of Minutes of the Last Regular Meeting November 13, 2023. On motion by Alderwoman Moore and second by Alderwoman Simmons to approve. Voice vote of all yea, no nay and no abstain or absence, motion carried.
B. Approval of Minutes of the Last Special Meeting November 29, 2023. On motion by Alderwoman Moore and second by Alderwoman Simmons to approve. Voice vote of all yea, no nay and no abstain or absence, motion carried.
C. Approval of Minutes of the Personnel and Policy Committee Meeting December 4, 2023, On motion by Alderman Duplechain and second by Alderwoman Moore to approve. Voice vote of all yea, no nay, motion carried.
D. Approval of Minutes of the Finance Committee Meeting December 4 2023 Alderwoman Simmon stated that did a budget to actual comparison and told the Aldermen when they review the September P & L the percentage spent should generally be 25%. On motion by Alderman Bourgeois and second by Alderwoman Clay to approve. Voice vote of all yea, no nay, motion carried.
E. Approval of Minutes of the Public Works and Safety Meeting December 4, 2023, On motion by Alderman Bourgeois and second by Alderwoman Simmons to approve. Voice vote of all yea, no nay motion carried.
7.Correspondence by the Mayor, The Mayor asked for a moment of silence for the passing of Iberia Middle School principal Dina Bourque in an accident.
8.Announcements by Mayor, The Mayor first outlined the trip that he and the council made last week to Baton Rouge where they met with the attorney Allison Alonzo, the attorney for the House Ways and Means Committee where they were given an overview on the funding processes. Next the group went to the Louisiana Municipal Association headquarters to learn best practices. The attorney from the Iberia Parish Sheriff’s Office sent an agreement that states that the Sheriff’s office will be donating a 2013 Chev Tahoe to the City. The Mayor also mentioned that he had a conversation with representatives from Congressman Clay Higgins office for funding for shovel ready projects and the Mayor said I know we need to push streets and we have requested a million dollars, with no match. Also, tomorrow is the Food for Families food drive and the Church of God in Christ is the collection site. The Christmas Parade will be held on Dec 16th and line up time is 5 pm by Sonic and the route will go up main street to Hubertville road, turn around a Ward 8 and continuing back to the Pavilion for the toy distribution. On December 25th St. John’s the Evangelist will be distributing meals at the Cypress Bayou Pavilion on Main Street.
9. Reports
A Update from Anderson Clay of Statewide Electrical Services on Sewer and Water Operations-They were looking at the results of the testing on well 9, and the Mayor thought that it had been cleared so they will look. The insertion valve has been installed by the contractor. And a lot of the old piping is being removed and new piping is being installed. The contractor also looked at the softener tanks and will get you a quote to clean, coat and paint. Once that is done, they and get the filter media back into the softeners. Plant 2 has been converted to coincide with Plant 1 with new motors and pumps and updated electrical. There is a problem with the piping because they did not order it until recently and might cause a delay if it is not readily available. They should start painting soon. And after they are ready then the filters can be installed and put online. Sewer plant, needs to get more items back online. Specifically, the aerators and they need another sludge pump. Mr. Anderson hopes that some fund become available to address our infiltration. The Mayor ask about pumpstation 7 at King Joseph, did the contractor come back. Mr. Anderson said that they did repair the manhole and the wiring. Mr. Aderson said that there is one motor that is burnt and will need to be sent to Teche Armature. Mr. Anderson also confirmed that we need a second sludge pump to get the second clarifier online.
