MINUTES SPECIAL MEETING-BOARD OF ALDERMEN Wednesday November 29th, 2023
Proceedings of the Mayor and Board of Aldermen of the City of Jeanerette, State of Louisiana, at their Regular meeting held Monday November 29th, 2023 at 4:00 p.m.
Those present were: Mayor Carol Bourgeois Jr., Alderwoman Charlene Moore, Alderman Garland Bourgeois, Alderwoman Christia Simmons, Alderman Ray Duplechain. Alderwoman Mariah Clay was absent.
The Mayor led the prayer and led the Pledge of Allegiance. Mayor Carol Bourgeois Jr. determined that a quorum was present. The Mayor requested that the board to expand the agenda to add as item 5D contract change order #4 for the elevated water tank which would decrease the cost of the project by $4,097.25 as well as the PPE #6 and the Resolution of acceptance for the elevated tower.
Alderwoman Moore offered motion to have the agenda expanded to add item 5 D, contract change order # 4 for the elevated water tank decrease the cost of the project by $4,097.25 and second by Alderwoman Simmons. roll call vote
Yeas: Alderwoman Moore, Alderman Bourgeois, Alderwoman Simmons,
Nay: Alderman Duplechain
Absent: Alderwoman Clay,
Abstain: None

5 A Approve change order #3 for live tap insertion valve, and related costs at Water Plant by Lemoine for $35,616, introduction by Todd Vincent, on motion by Alderwoman Simmons, second by Alderwoman Moore, to approve roll call vote

Nay: None
Absent: Alderwoman Clay

B. Approval of 2024 Renewal for BCBS with Stacey Bienvenu of Brown and Brown-Ms Stacey reviewed the previous discussion that the board seemed more inclined to continue with the current plan that had a minimal increase to the employees, and she added that the cost had been reduced by 2% since the last meeting, with the employees’ portion increasing $2.81 to $45.49 and the Cities portion increasing annually by $8,811.58. It was noted that raising the deductible really did not lower the cost that much. On motion by Alderman Duplechain, second by Alderwoman Moore, to renew the BCBS 85/15 split $1500L, roll call vote

C. Approval of 2024 Renewal for General Liability, Auto, LWCC, VFIS, Casualty with Coy Duplantis of Brown and Brown, Mr. Duplantis informed the board that since the last meeting he was able to get the quote for the commercial property. Last year the cost was $68,718.69 and this year is $85,924.58, he added that the increase is totally market driven. He also commented that we have 6 million in property and that we are only carrying 2 million in coverage and that is becoming common to keep things affordable. Since our properties are located closely together that also adds to the risk exposure for the carrier. He also spoke to the carrier about increasing deductible for peril from $10,000 and the carrier said it would not make a difference. He said the rates are driven by named windstorm and we have 5% and that is as high as they will go. Alderwoman Simmons questioned what buildings are included and it is all buildings, and it is replacement cost. There was a discussion on Inland Marine coverage and workers comp claim history. On motion by Alderwoman Simmons, second by Alderman Bourgeois, to approve 5C, renewal of 2024 General Liability, Auto, LWCC, VFIS, Casualty policies pending revisions of the scheduled equipment by City Clerk and Mr. Duplantis-but not to exceed current quoted costs, roll call vote

6. Adjourn –On motion by Alderman Bourgeois and second by Alderwoman Moore to adjourn carried on voice vote of all yea, no nay and no abstain and Alderwoman Clay absent.
