MEETING-BOARD OF ALDERMEN Monday, March 11, 2019

Proceedings of the Mayor and Board of Aldermen of the City of Jeanerette, State of Louisiana, taken at regular meeting held MONDAY March 11, 2019, at 6:30 p.m. The Mayor and Board of Aldermen met in regular session at their meeting place, City Hall, Jeanerette, Louisiana.

Those present were: Mayor Aprill Foulcard; Alderwoman Christia Simmons and Aldermen Butch Bourgeois, Charles Williams, Sr., and Clarence Clark,

Also present were: Financial Administrator David Greer, City Attorney Roger Hamilton, and City Clerk Susan Colden
Absent: Alderman Kenneth Kern
Alderman Clark led in prayer, and Alderwoman Simmons led the Pledge of Allegiance. Mayor Foulcard determined that a quorum was present.
Alderman Bourgeois moved and Alderman Williams seconded to expand the agenda to include item 9B. Application for Trailer Park License for AliLyn Properties LLC, at 1904 La Rue Patricia Ann, owner Joseph LeJeune, Motion carried
Alderman Clark moved and Alderwoman Simmons seconded to approve the Regular Meeting board minutes of the Last Regular meeting on February 11, 2019 meeting with all necessary corrections. Motion carried.
There was no correspondence
Announcements by the Mayor:
Resignation of John Boudreaux from the Park and Recreation board-The board will look for a new representative
Reminder for board of Aldermen to complete the Tier 2 Personal Financial Disclosure Statement
Report from the Wednesday March 6, 2019 City of Jeanerette Finance Committee Meeting
Present-Mayor Aprill Foulcard, Alderwoman Tia Simmons, Calvin Bodin, Treasurer Catherine Roy, Mr. David Greer, Susan Colden City Clerk,
The February LAMP Reconciliation and Sales Tax receipts were reviewed and the latest A/P aging report and P & L statements. There was discussion on the amended budget that will be introduced at the council meeting. The expenses to revenues were reviewed. With no other issues to discuss the meeting was adjourned.

Other Reports
Update from Fiscal Administrator Mr. David Greer-Issues with the low residual chlorine are still being studied and the cleaning of the tank may help, test are ongoing and the engineers are reviewing data. The use polyphosphates to reduce iron and manganese is waiting for engineering input for locations and levels. The IRS applied the past due 941 payments to the civil penalty for not filing the 2014 W-2 instead of on the outstanding balance for the 941. We will be contacting the IRS regarding the civil penalties and hopefully they can be eliminated or reduced.
Update from Neil Swain of Statewide Electrical Services on Sewer Operations-Pellerin Street Lift station is cleaned out and working. The sewer plant road improvements have been completed. Lynn Romero Trucking will be hauling sludge from the drying beds to the appropriate land fill.

Ordinances
Introduce Ordinance 2019-03 Amending the Fiscal Year 2018-2019 Budget for the City of Jeanerette
Motion by Alderman Clark and Alderman Williams seconded to approve, motion carried.
Alderwoman Simmons stated “due to my conflict with Jeanerette City Court being a part of the budget for the City of Jeanerette, I hereby advise the council that I am recusing myself from voting pursuant to RS:42:1120. However I am allowed to discuss the budgets.”
Roll call vote taken as follows
Alderman Yeas: Aldermen Bourgeois, Williams, Clark
Nays:
Absent: Alderman Kern
Abstain: Alderwoman Simmons

There being no further business to bring before the Board of Aldermen, Alderman Clark moved and Alderman Bourgeois seconded to adjourn the meeting, motion carried.
