MEETING-BOARD OF ALDERMEN Monday, February 11, 2019

Proceedings of the Mayor and Board of Aldermen of the City of Jeanerette, State of Louisiana, taken at regular meeting held MONDAY February 11, 2019, at 6:30 p.m. The Mayor and Board of Aldermen met in regular session at their meeting place, City Hall, Jeanerette, Louisiana.

Those present were: Mayor Aprill Foulcard; Alderwoman Christia Simmons and Aldermen Kenneth Kern, Butch Bourgeois, Charles Williams, Sr., Clarence Clark,

Also present were: Financial Administrator David Greer, City Attorney Roger Hamilton, and City Clerk Susan Colden
Absent: None
Alderman Williams led in prayer, and Alderman Bourgeois led the Pledge of Allegiance. Mayor Foulcard determined that a quorum was present.
Alderman Williams moved and Alderman Clark seconded to approve the Regular Meeting board minutes of the Last Regular meeting on January 14, 2019 meeting with all necessary corrections. Motion carried.
Alderwoman Simmons moved and Alderman Clark seconded to approve the Special Meeting board minutes of the Last Special meeting on January 28, 2019 meeting with all necessary corrections. Motion carried.
There was no correspondence
Announcements by the Mayor:
Water/Ways Smithsonian Exhibit at the Jeanerette Museum from Feb 24 to April 6-Introduction by Mayor Foulcard, Gail Garcia then reported that the official opening of the Exhibit will be at 2 pm on Feb. 24 with a short program and then the public is free to wander through the exhibit.

The January LAMP Reconciliation and Sales Tax receipts were reviewed and the latest A/P aging report and P & L statements. There was discussion on projects for water, sewer and public works as well as waste and how the funds are recorded. The expenses to revenues were reviewed and noted that the Centerpoint Franchise was received. With no other issues to discuss the meeting was adjourned.

Other Reports
Update from Fiscal Administrator Mr. David Greer- The franchise fee from CLECO was received and the past due tax liability is paid costing approximately $200,000. Budget adjustments are not yet complete, efforts are being made to improve the financial and infrastructure.
Update from Neil Swain of Statewide Electrical Services on Sewer Operations-The pump at the Pellerin station failed and a temporary pump is being used, a vacuum pump was used to clear debris from the wet well and a replacement pump can be installed. The road should be able to be finished soon if the weather permits. Mayor Foulcard asked about efforts to upgrade the all the stations to two pumps. Mr. Swain stated that it is not always feasible to just add a pump because the valves often need repair. Mr. Swain then stated that Sellers & Associates have a few projects to fix some of the stations but Mr. Swain was not sure of the details.
Citizen Report by Willie Wilson regarding – would like decision on special charter vs Lawrason Act governance of city, cautioned on drop of state funding if population decreases and Jeanerette changes from city to town status, questioned why the Mayor ordinance includes benefit’s for a part-time position. Mr. Wilson questioned why the water and sewer ordinances went into effect without a 30 day waiting period, Mr. Greer stated that the state gives him the authority to enact the ordinances without the waiting period. Mr. Hamilton stated regarding special charter vs Lawrason Act the court needs to provide declaratory action as to which governance.

Proposed compensation plan for Volunteer Firefighters introduced by Alderman Clarence Clark- This proposal is designed to increase the number of volunteers which have been declining. It has been used in St. Martin Parish since 2011 with increased participation, Iberia Parish also pays volunteers. Typically there is 4 to 5 house fires a year in Jeanerette, Alderman Clark is proposing providing $100 to be shared among all qualified firefighters who respond to call. This helps with the PIL which requires 4 firefighters and 3 trucks on every structure fire. Alderman Clark proposed $1600 per month to go to the department to compensate the cost of the calls. If there are 45 calls in a month it will be $35.55 per call divided among the persons responding. The volunteers are currently receiving $6 per month for training.
Mr. David Greer mentioned to remove the specific amount when passing the plan and change it to work within available budget to incentivize volunters at approximately $20,000 per year to be determined depending upon budgetary constraints.

Resolution No. 2 of 2019 granting and ratifying the authority to the Mayor to enter into a Cooperative Endeavor Agreement with the Jeanerette Mardi Gras Association Krewe of Ezana
Motion by Alderman Clark and second by Alderman Williams to approve the Resolution. Motion carried
Roll Call Vote was taken as follows

Nays: None
Absent: None
Abstain: None

Motion by Alderman Clark and second by Alderwoman Simmons to enter Executive Session, Motion carried

Executive Session- Deep Well under the exception of anticipated litigation.
Motion by Alderman Clark and second by Alderman Williams to leave Executive Session and return to regular session, Motion carried

There being no further business to bring before the Board of Aldermen, Alderman Clark moved and Alderwoman Simmons seconded to adjourn the meeting, motion carried.
