MINUTES SPECIAL MEETING-BOARD OF ALDERMEN Friday February 10, 2023
Proceedings of the Mayor and Board of Aldermen of the City of Jeanerette, State of Louisiana, at their Regular meeting held Friday February 10, 2023 at 12:00 p.m.
Those present were: Mayor Carol Bourgeois Jr., Alderman Clarence Clark, Alderwoman Charlene Moore, Alderman Garland Bourgeois, and Alderman Willie Ward. Alderman Ray Duplechain was absent. Also present: City Clerk Susan Colden, and Assistant Police Chief Robertson.
Mayor Bourgeois Jr. led in prayer and the Pledge of Allegiance. Mayor Carol Bourgeois Jr. determined that a quorum was present. Attorney Lucretia Pecantte joined the meeting via phone. The Mayor mentioned that he and Aldermen Clark, Bourgois, and Duplechain attended the LMA Mid-Winter conference. The Mayor next addressed the concern before the council regarding the request from the Mardi Gras Association to the City to help defray their costs of security. Mayor Bourgeois Jr. reminded the board that the parade provided economic benefit. He also stated that the association has worked hard to address all of the concerns that were raised. Chief Vallot had located 28 officers to help with security during the parade at a cost to the Association of $25/hour. Last time the parade occurred, the City did invoice the Association for efforts by the City in support of the parade. Alderwoman Moore asked the Mayor what he wanted, the Mayor stated that he wanted the board to authorize some amount to the Association. Alderwoman Moore said the dollar amount did not concern her but wondered if it was legal to give any funds to the Association. The Mayor then expressed that the City does hire individuals to work specific projects and Alderman Clark said this might be seen as the City paying costs that should be borne by the group. The Mayor said since the City must maintain public safety and this event is occurring on the City property, we should be able to assist to defray the cost. Attorney Pecantte said that the Association is responsible for the security. Since this need for extra security is only because of the Mardi Gras parade, attorney Pecantte does not feel that the City can legally give monies to the Association to defer the costs. After the discussion, the group determined that the City would invoice the Association for the time spent by public works to install barricades and the meal for officers. The Mayor then officially asked for a motion for approval of the request from the Jeanerette Mardi Gras Association. After discussion and review of the letter from Attorney Pecantte,, when the Mayor asked for a motion to approve the grant, a motion was not made.

Adjourn There being no further business to bring before the Board of Aldermen a motion by Alderman Clark and second by Alderwoman Moore to adjourn the meeting carried with a voice vote of all yea, and no abstain.
