MINUTES REGULAR MEETING-BOARD OF ALDERMEN Monday June 13, 2022
Proceedings of the Mayor and Board of Aldermen of the City of Jeanerette, State of Louisiana, at their regular meeting held Monday June 13, 2022 at 6:30 p.m.
Those present were: Mayor Carol Bourgeois Jr., Alderman Clarence Clark, Alderwoman Charlene Moore, Alderman Garland Bourgeois, and Alderman Louis Lancon, Also present: City Clerk Susan Colden, and City Attorney Lucretia Pecantte. Alderman Willie Ward was absent and Police Chief Vallot arrived at 6:35 pm.
Mayor Carol Bourgeois Jr led in prayer and Alderman Bourgeois led the Pledge of Allegiance. Mayor Carol Bourgeois Jr. determined that a quorum was present.
5. Alderman Bourgeois moved and Alderman Clark seconded to approve Minutes of the Last Regular Meeting on May 9, 2022 with all necessary corrections. Motion carried by voice vote of all yea, no abstain and Alderman Willie Ward absent.
Alderman Lancon moved and Alderman Bourgeois seconded to approve Minutes of the Special Meeting on May 19th, 2022 with all necessary corrections. Motion carried by voice vote of all yea, no abstain and Alderman Willie Ward absent.
6. & &. Announcements and Correspondence by Mayor Flyer for Free Tennis Camp on June 20-23 at Burleigh Park conducted by Bishop Jerry Hebert who played in college and is still associated with the USTA. All ages welcome. Also Basket Ball program on Sundays at King Joseph Recreation center. Through efforts by our congressional representatives including Senator Allain and Representative Miguez the City will be receiving $500,000 from the State’s General Fund. This money will be used for Street Improvements. The State officials wanted us also to share some of the funds with our Ward Marshal’s office, and we will be sending $50,000 to the Marshal’s office. We will be receiving a cooperative endeavor from the Governor’s office to sign and then we will be receiving the funds. The Mayor then congratulated Alderman Clark on his professionalism when responding to the recent fires. Regarding the Mac’s fire, it is going to have a huge impact and keep them in your prayers and support them however you can. The Mayor asked for a moment of silence in observance of recent deaths of a number of residents. The City of Jeanerette received a grant for $400,000 to be used for improving our parks. There has been planning efforts between Iberia Parks and Recreation board members John Boudreaux and Leroy Jones and the Cities’ engineers to spend $200,000 in City Park and $200,000 at King Joseph Recreation Center and Iberia Parish Park and Recreation is spending $50,000 in Burleigh Park improvements.
8A. Report from the Tuesday, June 7, 2022 City of Jeanerette Finance Committee Meeting Present - Mayor Carol Bourgeois Jr., City Clerk Susan Colden, Alderwoman Charlene Moore, Alderman Louis Lancon and Calvin Bodin. The Sales Tax revenue is higher than last year and Utility payments are on par with a total of 2011 customers. The committee then focused on reviewing the newly revised P & L which contains the Budget Amendments for Fiscal Year 2021-2022 that were just approved. There were numerous corrections identified. The bids from the Chlorine, Salt, Sulphur Dioxide, Limestone and Potassium Permanganate were reviewed and the budget for 2022-2023 will need to be revised to reflect the significant increases in the chemicals used for water and sewer treatment. The committee reviewed a letter from John Key of Sellers and Associates that discussed the corrective action required to comply with the sanitary survey and that the scope of the repairs will force the project to be completed under the Water Sector Grant rather than the Capital Outlay Project. The Committee also discussed $500,000 funding for road repairs that was just approved. With no other business to consider, the meeting was adjourned. Alderman Clark asked about different options.
8B. Report from the Tuesday June 7, 2022 Policy and Personnel Committee Meeting Present- Susan Colden City Clerk, Mayor Carol Bourgeois Jr., and Alderwoman Charlene Moore, and Alderman Clarence Clark. The group reviewed the applications for the Treasurer/Tax Collector and will recommend a candidate for the board to appoint. Alderman Clark reviewed a two Ordinances that he is bringing forth for Introduction at the June 13, 2022 meeting. After a brief discussion on various updates, the meeting was adjourned.
8C. Report from the Tuesday, June 7, 2022 City of Jeanerette Public Works and Safety Committee Meeting Present- Mayor Carol Bourgeois Jr. Alderman Butch Bourgeois, City Clerk Susan Colden, Fire Chief Sherry Landry, Chief Dusty Vallot, Public Works Director Howard White and Public Works Supervisor Wade Tillman, absent Willie “Poochie” Ward. Chief Landry reported in May there were 67 calls, 3 overdoses with one possible death, 64 in the city and 3 auto aid. There was 2 structure fires and an arrest was made for one fire, there was a vehicle accident and 4 power line issues. There were 10 departments that responded to the June 2nd fire on 1319 Main St. Jeanerette, Iberia Parish Fire District 1, Belair-Olivier-Morbihan, Grand Marias, Loreauville, Rynella, St Mary District 11, Baldwin, Franklin, and Chitimacha. The fire was reported at 23:08 and the first unit was on the scene at 23:14. There 42 firefighters on the scene for 8 hours. Everyone thought there was great team work between the police, firefighters, and even our public works staff helped and Director Howard White got the excavator to move portions of the structure to allow the firefighters to hit any hot spots. Joe Vasquez recertified his EMR. On May 25th, Chief Landry was notified that the department was awarded a grant for $1,092.50 that will be used to purchase a new thermal camera. The new airpaks arrived today. The Chief also reported that the concrete is sinking in front of the building. Director Howard White will look at it. Contractor for Statewide, Neal Swain said for the water department the pneumatic valve was ordered, 10 autoflushers are operating in the city and 2 are waiting for parts. The PLC panel is still not working and only one person in the area is certified for repair and is not able to come yet. Alice Perret is the Class 4 operator of record, and Molly Shenika Jones is a class 1 operator. Sewer plant improvements are progressing and the water lines are done and concrete is being poured. Neal feels the transformer issues affected the clarifiers. The aerators are rocking in the attachment to the I beam and causing the shaft to fail. There was some issues with the Lift station on Bayside. Supervisor Wade Tillman reported bulk trash was cleared from one area, 26 areas were marked for Dottie requests, 5 water leaks were repaired, 9 sewer lines were cleared/repaired, and Main St. trash bags were changed. Grass was cut at 20 locations. There was discussion on a request from the public to have Flory Street be a one way and a drainage and limb trimming work request by Alderman Clark. Chief Vallot reported the department reported 241 total calls, 1 homicide, there was a window broken at First National Bank and an arrest was made. Judge LeGros is upgrading the computer at the police department and the City will pay for installation. The Judge is also looking into equipping dash cams in the parole vehicles. With no other business to consider the meeting was adjourned.
8D. Report from Statewide Electric Sewer and Water Operations by Neal Swain, Mr. Swain recounted the work that has been made by the contractor at the sewer plant, waterlines and concrete work. There is some progress on building. When the power was cutoff to the building the power was shutoff to the clarifier also. There was some questions if these issues will be addressed in the upcoming project and the Mayor requested Mr. Swain contact Mr. Sellers to address this. Mr. Swain discussed the type of valve that Mr. John Key is going to use to replace the pneumatic valve that failed. Alderman Lancon asked about the PLC panel repair and it is unknown when the representative can come to repair it. The Mayor congratulated Mr. Swain’s staff for keeping the water pressures up during the recent fires. The contractor by Hubertville is having some issues getting that line cleared by LDH but once that is able to carry water for the City the pressure on that side of town will be better.

After a discussion on the best way to proceed Alderman Lancon made a motion to table this item until the council could inspect the property, motion was seconded by Alderwoman Moore. Motion carried on voice vote of all yea, no nay and Alderman Ward absent.

G. Approve Emergency Window Coverings for Main Street Buildings in amount of $7,800 Motion by Alderwoman Moore and second by Alderman Lancon Roll Call Vote as follows:

I. Discussion of changing Flory Street to one way-by Pavilion to Bracy Street-the Mayor noted it was narrow so for interest of public safety it might be best to have it be a one way street. Surveyed by police, and Alderman Bourgeois, direction suggested Pellerin to Bracy to minimize the traffic. Ms Pat LeMaire addressed the council, suggested from Flory to Pellerin. It was noted that this change requires an Ordinance and signs to be posted.
11. Resolutions
A. Resolution 8 of 2022 Council Repportionment –No change in our Wards needs to be made-under 5% deviation. A motion by Alderman Lancon and second by Alderman Clark to approve the Resolution carried with a voice vote of all yea, no abstain and Wille Ward absent.
B. Resolution 9 of 2022 granting the authority to sign for Water Sector Program in the amount of $1,390,293.00 for a water system improvements projects. A motion by Alderman Clark and second by Alderwoman Moore to approve the Resolution carried with a voice vote of all yea, no abstain and Wille Ward absent.
C. Resolution 10 of 2022 mandating the Mayor to sign Statewide Water and Sewer Contracts for a 12 month term. A motion by Alderman Lancon and second by Alderwoman Moore to approve the Resolution carried with a voice vote of all yea, no abstain and Wille Ward absent.
D. Resolution 11 of 2022 granting the authority to sign for 2021 Community Development Block Grant Love Louisiana Outdoors Program for Upgrades to the Jeanerette City Park and King Joseph Recreational Center Park A motion by Alderman Clark and second by Alderman Lancon to approve the Resolution carried with a voice vote of all yea, no abstain and Wille Ward absent.
12A. Introduce Ordinance 2022-06C to Amend the 2021-2022 Budget (Alderman Lancon) Adjusting a few items to close out the year within the 5% margin. A motion by Alderman Bourgeois and second by Alderman Clark to Introduce the Ordinance carried with a voice vote of all yea, no abstain and Wille Ward absent.
B. Adopt Ordinance 2022-04B 2022-2023 Budget (Alderman Lancon).Alderman Lancon outlined the changes that were made since the introduction, changing from having all public works under Street to leaving them be charged under various departments, allowing for changes in chemicals from the bids, and providing greater detail in the document and also showing the funding for the Marshal’s office in the ARPA expense. After some discussion the Board agreed that the budget may need to be amended quarterly this year. Motion by Alderman Lancon and second by Alderwoman Moore to amend the budget with the changes that were discussed the Amended Ordinance carried with a voice vote of all yea, no abstain and Wille Ward absent.
Motion by Alderman Clark and second by Alderman Bourgeois to leave regular session that enter public hearing session. Carried with a voice vote of all yea, no abstain and Wille Ward absent.

E. Introduce Ordinance 2022-06B to Amend and Reenact sections 4-1003, 4-1004 and 4-1008 Police Protection (Alderman Clark) to specify hierarchy of reporting for law officer. A motion by Alderman Clark and second by Alderman Lancon to Introduce the Ordinance carried with a voice vote of all yea, no abstain and Wille Ward absent
