MINUTES SPECIAL MEETING-BOARD OF ALDERMEN Thursday May 19, 2022
Proceedings of the Mayor and Board of Aldermen of the City of Jeanerette, State of Louisiana, at their special meeting held Thursday May 19, 2022 at 6:30 p.m.
Those present were: Mayor Carol Bourgeois Jr., Alderman Clarence Clark, Alderwoman Charlene Moore, Alderman Garland Bourgeois, Alderman Louis Lancon and Alderman Willie Ward, Also present: City Clerk Susan Colden, Police Chief Vallot and City Attorney Lucretia Pecantte.
Alderman Lancon led in prayer and Alderman Ward led the Pledge of Allegiance. Mayor Carol Bourgeois Jr. determined that a quorum was present.
Mayor Carol Bourgeois Jr. Offered condolences to the family of Marty Trahan former Iberia Parish Council member. The Mayor also reported that the Bayou TECHE Project is going to do a bayou trash bash on May 21st at 9:00 am at the City Park boat area. Everyone is encouraged to volunteer and help clean our area of the Teche.
5. Water and Sewer Contract with Statewide Electric Mayor Carol Bourgeois Jr, expressed his views on the performance of the current contractor. The Mayor feels that there is a lack of maintenance, lack of communication in both the water and sewer operations. On the water side he commented on the significant water loss of 58% because the plants were continuously backwashing, there was a lack of communication from the operator. On the sewer side, the lift stations were not monitored and the plant was not maintained and the grass was overgrown. The communication and lack of transparency and poor service is a concern. The Mayor reached out to another group that is qualified and their information is in your packets. Alderman Clark questioned why the issue was not brought to the council earlier if this has been an issue for 8 months? Alderman Clark suggested that commissioners could be used to oversee operations and report to the board. The Mayor stated that the board is not to be involved in day to day operations and the staff and department heads communicate through him concerning operations. The Mayor is recommending to go with a different certified contractor. Alderman Lancon made a motion to enter into a one year contract with Statewide for water and sewer operations with an additional requirement in the contracts that a monthly inspection be conducted the first week of each month by the Mayor, a representative from Statewide and one council member from the public works committee. Any issues that are identified a resolution is brought before the board at the following council meeting. Motion seconded by Alderman Clark. Alderman Lancon stated that this way problems are identified and if they are not fixed we can cancel the contract for non-performance. Neal Swain accepted the additional requirement. After a discussion the roll Call Vote as follows:
Yea: Alderman Lancon, Alderman Bourgeois, and Alderman Clark
Nay: Alderwoman Moore
Abstain: Alderman Ward
Absence: None
Motion passed.
Resolution 6 of 2022 Adopting 2022 Millage rates, this item was originally discussed at the May 9, council meeting but needed to formally be part of the agenda. On motion by Alderman Clark and second by Alderman Bourgeois to adopt the 2022 millage rates the roll Call Vote as follows:
Yea: Alderman Lancon, Alderman Ward, Alderman Bourgeois, Alderwoman Moore and Alderman Clark
Nay: None
Abstain: None
Absence: None
Motion passed.
Resolution 7 of 2022 in Support of the Acadiana Criminalistics Laboratory, Mayor Carol Bourgeois Jr. reminded the council of the presentation at the last meeting by Bo Duhe. On motion by Alderman Bourgeois and second by Alderman Clark roll Call Vote as follows:
Yea: Alderman Lancon, Alderman Ward, Alderman Bourgeois, Alderwoman Moore and Alderman Clark
Nay: None
Abstain: None
Absence: None
Motion passed.
Introduce Ordinance 2022-04B Adopting the Fiscal Year 2022-2023 Budget Mayor Carol Bourgeois Jr. introduced. On motion by Alderman Lancon and second by Alderman carried with a voice vote of all yea, no abstain and no absent.
6. Adjourn There being no further business to bring before the Board of Aldermen a motion by Alderman Clark and second by Alderman Lancon to adjourn the meeting carried with a voice vote of all yea, no abstain and no absent.
