MINUTES REGULAR MEETING-BOARD OF ALDERMEN Monday February 14, 2022
Proceedings of the Mayor and Board of Aldermen of the City of Jeanerette, State of Louisiana, at their regular meeting held Monday February 14, 2022 at 6:30 p.m.
Those present were: Mayor Carol Bourgeois Jr., Alderman Clarence Clark, Alderwoman Charlene Moore, Alderman Garland Bourgeois, Alderman Willie Ward, and Alderman Louis Lancon, Also present: City Clerk Susan Colden, Treasurer Catherine Roy, Police Chief Vallot and City Attorney Lucretia Pecantte.
Mayor Carol Bourgeois Jr led in prayer and Alderman Ward led the Pledge of Allegiance. Mayor Carol Bourgeois Jr. determined that a quorum was present.
Motion by Alderman Clark, to expand the agenda to discuss recent shootings, motion failed for lack of second.
5. Alderman Lancon moved and Alderman Ward seconded to approve Minutes of the Last Regular Meeting on January 10th, 2022 with all necessary corrections. Motion carried by voice vote of all yea, no abstain and no absent. Alderman Bourgeois moved and Alderwoman Moore seconded to approve Minutes of the Special Meeting on January 18th, 2022 with all necessary corrections. Motion carried by voice vote of all yea, no abstain and no absent.
6. Correspondence. In recognition of Black History month a couple of local organizations have come together for an event Wednesday Feb 23, 5-7 pm at the King Joseph Recreation center at 701 Hebert St., The Mayor also wished everyone a Happy Valentine’s day.
7. Announcements. The Mayor recognized a number of residents in the area passing away recently, around 12 or 13 in the past month. Tonight the City has Proclamations for 2 individuals, Edmonia Alzena Wilson Alexander and Scott Lancon.
8A. Report from the Tuesday, February 8, 2022 City of Jeanerette Finance Committee Meeting Present - Mayor Carol Bourgeois Jr., Treasurer Catherine Roy, City Clerk Susan Colden, Alderwoman Charlene Moore, Alderman Louis Lancon and Calvin Bodin. The Sales Tax revenue is higher and Utility payments are on par with a total of 2000 customers. Ms. Roy compared the current totals to 2019 and the amount of customers is down only slightly but the payments received are greater. We have 15 customers taking advantage of the bank draft payment method so far and 259 are paying by credit card. Cash flow is on projection and the LAMP and bank balances are healthy. Aged payables are good and we have compete vendor files. The P & L is mostly within projections the expenditures and revenues should be at 58%. The Notices for the Certified tax sale were sent out February 1 and the tax sale is scheduled for May to align with the suggested best practices from the State. The Resolution for the proposed allocation of ARPA funds was discussed and the committee is recommending the Board of Aldermen adopt the suggested allocation. With no other business to consider, the meeting was adjourned.
8B. Report from the Tuesday, February 8, 2022 Policy and Personnel Committee Meeting Present-Mayor Carol Bourgeois Jr., Susan Colden City Clerk, Treasurer Catherine Roy, and Alderwoman Charlene Moore. The group discussed that our Policy 10, City Holidays needs changes. Changes to these policies centered on removing unnecessary information and just to refer to the Parish Schedule. The group discussed best practices for hiring and exit processes, Ms. Colden will research this and report next meeting. After a brief discussion on various updates, the meeting was adjourned.
8C. Report from the Tuesday, February 8, 2022 City of Jeanerette Public Works and Safety Committee Meeting
Present-Mayor Carol Bourgeois Jr., Alderman Butch Bourgeois, City Clerk Susan Colden, Treasurer Catherine Roy, Fire Chief Sherry Landry, Chief Dusty Vallot, and public works supervisor Wade Tillman. Chief Landry reported 103 calls, 90 in the city and 13 auto aid. There was an in-house training on Jan 27 for firefighter survival. There are 2 new outside tires on E601. Keith Davidson reapplied for the air pack grant on Jan 20 and the Chief got 2 quotes for 4 new SCBA’s to outfit truck E601. On Jan 24th distributed 19 test kits. The Durango will be taken to Lipari for detailing. There was some discussion on medical calls. Chief Vallot reported of 194 total calls, 2 burglaries, 0 robberies, 0 shootings, 2 complaints of shots fired, the rest were miscellaneous complaints. There was a discussion regarding staffing and scheduling. Supervisor Wade Tillman reported 30 areas were marked for Dottie requests, 7 water leaks were repaired, 11 sewer lines were cleared, one sewer line located, and 3 areas were cleared of branches and trash. No Dumping sign installed on Trappey St. Christmas lights were removed and Main St. trash bags were changed. Grass was cut at Parkview-Canal-Main St.-Hubertville Rd, Time St, Public Works Center, City Hall and Marshals Office, JPD- Hews House & Pavilion. There was discussion on current and future projects. With no other business to consider the meeting was adjourned. Alderman Clark requested elaboration on the discussion of medical calls.
8D. Report from Statewide Electric Sewer and Water Operations by Neal Swain Mr. Swain reported that January was uneventful but there were a few electrical issues. Pump station 7 had a belt that needed adjustment, a relay at the Canal station was changed, the second pump at the King Joseph station was placed online. Mayor asked about what happened at pump station 10 Hon Iron, Mr. Swain explained that both of the motor starters tripped and caused a backup in the line. The sump pump inside the pit of that station had a faulty switch. Southern Constructors came out and bypassed the switch to get the pump online and the switch will be replaced under warranty. There was discussion on the electrical configuration of the pumps in this station to allow both pumps to work at the same time if necessary, the engineers and contractor are coming this week to look at the issue. In January both of the soft starts at main station tripped, after they were reset they haven’t had an issue since. The tower lights tripped and needed to be reset, and the phase monitors at King Joseph had to be replaced. The area has had power issues maybe when Cleco switches substations. For water, January there was preparations for the asbestos testing by LDH in March. The potassium permanganate system has been performing well and the hardness of the water has dropped 600 points. The 600 amp main breaker at the water plant blew since the plant did not lose Cleco power the generator would not click on. It took a bit to isolate the issue, Mr. Swain said they were able to take a breaker from plant 2 and got the system running. When we lost power the plant was in a backwash cycle and all the pneumatic valves were open and when power was lost the compressor could not close the valves. Alderman Clark asked about the contingency plans, Alderman Lancon asked about replacement parts versus maybe replacing panels. The Mayor stated for the emergency backup we have systems in place that we can contractually work with Charenton or Lawco for water service.
9. Agenda Items
A. Notice of Acceptance for the completion of the PS No. 2 and PS No. 7 (Phase 1) project by Southern Constructors, LLC. Alderman Lancon moved and Alderwoman Moore seconded to approve. Motion carried by voice vote of all yea, no abstain and no absent.
B. Consider Change Order No. 2 for the Hubertville Road Water Main Railroad Crossing Project. Alderman Lancon moved and Alderman Bourgeois seconded to approve. Motion carried by voice vote of all yea, no abstain and no absent
C. Revision of Policy 10 City Holidays Alderman Lancon moved and Alderman Clark seconded to approve. Motion carried by voice vote of all yea, no abstain and no absent
D. Permitting of home business at 636 Guiberteau St.-Introduction by Faviola Perez Martinez-The Board had some questions regarding the building that Ms. Martinez wishes to place in front of her home for her business.

A. Resolution 1 of 2022 for the completion of the PS No. 2 and PS No. 7 (Phase 1) project by Southern Constructors, LLC. Alderman Lancon moved and Alderwoman Moore seconded to approve. Roll Call Vote as follows:

Nay: None
Abstain: None
Absence: None
Motion passed.
B. Resolution 2 of 2022 in Support of Proposed Allocation of American Rescue Plan Act Funds to be Received by the City of Jeanerette introduction by the Mayor. Alderman Clark made a motion to table this resolution until more details are available, motion failed for lack of second. Alderwoman Moore moved and Alderwoman Bourgeois seconded to approve. Roll Call Vote as follows:
Yea: Alderman Lancon, Alderman Ward, Alderman Bourgeois, and Alderwoman Moore
Nay: Alderman Clark
Abstain: None
Absence: None
Motion passed.
12A. Introduce Ordinance 2022-01 To Sell by Sealed-Bid, Certain Adjudicated Properties Acquired by The City of Jeanerette
The Mayor introduced and said the Treasurer said the minimum prices for the bid should be rounded up to follow standard practice. Motion carried by voice vote of all yea, no abstain and no absent.
The Mayor introduced Wandalyn Simpson, a contactor and owner of 20-20 Visions LLC, Ms Simpson greeted the Board.
13. Executive Session George Bobb Vs City of Jeanerette, 16th Judicial District Case 136317 Div F Alderwoman Lancon moved and Alderwoman Moore seconded to leave public session and go into executive session. Motion carried by voice vote of all yea, no abstain and no absent. Alderwoman Lancon moved and Alderman Bourgeois seconded to begin executive session. Motion carried by voice vote of all yea, no abstain and no absent

Alderman Clark moved and Alderwoman Moore seconded to leave executive session and go into public session. Motion carried by voice vote of all yea, no abstain and no absent.
Alderwoman Bourgeois moved and Alderman Ward seconded to begin Regular session. Motion carried by voice vote of all yea, no abstain and no absent
14. Adjourn There being no further business to bring before the Board of motion by Alderman Lancon and second by Alderman Clark to adjourn the meeting carried with a voice vote of all yea, no abstain and no absent.
