MINUTES MEETING-BOARD OF ALDERMEN Monday March 9, 2020
Proceedings of the Mayor and Board of Aldermen of the City of Jeanerette, State of Louisiana, taken at regular meeting held Monday, March 9, 2020 at 6:30 p.m. The Mayor and Board of Aldermen met in regular session at their meeting place, City Hall, Jeanerette, Louisiana.
Those present were: Mayor Carol Bourgeois Jr.; Alderwoman Charlene Moore and Aldermen Louis Lancon, Willie Ward, Alderman and Garland Bourgeois
Also present: City Attorney Roger Hamilton, City Clerk Susan Colden, and Fiscal Administrator David Greer
Absent: Alderman Clarence Clark
Reverend Elijah from St. Thomas Baptist Church in Iberia Parish led in prayer, and Mayor Bourgeois Jr, led the Pledge of Allegiance. Mayor Bourgeois Jr. determined that a quorum was present.
5. Approval of the Last Regular Meeting on February 10, 2020 Alderman Bourgeois moved and Alderman Lancon seconded Approval of Minutes of the Last Regular Meeting February 10, 2020 with all necessary corrections. Motion carried of voice vote of all yea.

Motion to Expand the Agenda Alderwoman Moore moved and Alderman Lancon seconded to expand the agenda to add items 8B-E and Resolution Proclamation for Michael James Channette Sr. Motion carried of voice vote of all yea.
6. Announcements by the Mayor: Mayor Carol Bourgeois Jr. and the Board of Alderman presented Marshal Fernest Martin with a Distinguished Service award. Alderman Clarence Clark arrived. Clerk of Court David Ditch, performed the swearing in ceremony for Police Chief Dusty Vallot and the new officers, Aaronisha Washington, Otis Ledet John O’Neil, and Letroy Johnson. Mayor Carol Bourgeois Jr. presented a Resolution Proclamation to Maria Erna Rodriguez in honor of her 105th birthday and offered condolences to Alderwoman Moore on the passing of her brother, Michael James Channette Sr. The Mayor then reminded everyone to participate in the many upcoming events that Iberia Parish Parks and Recreation has coming up
7.A Report from the Tuesday February 18th and 19th, 2020 City of Policy and Personnel Committee Special Meeting
Present-Mayor Carol Bourgeois, Mr. David Greer, Susan Colden City Clerk, Treasurer Catherine Roy, Alderman Clarence Clark, Alderwoman Charlene Moore, The committee interviewed 5 candidates for the position of Police Chief. The candidates were, Samuel Wise III, Bobby Jackson, Joseph Hardy, Corey Porter and Dusty Vallot. The committee recommended that the board choose between Samuel Wise III, Corey Porter or Dusty Vallot. With no other business to consider the meeting was adjourned.
Report from the Tuesday March 3, 2020 City of Policy and Personnel Committee Meeting-This meeting was cancelled due to scheduling conflicts.
7.B Report from the Wednesday March 4, 2020 City of Jeanerette Finance Committee Meeting
Present- Mayor Carol Bourgeois Jr., Mr. David Greer, Treasurer Catherine Roy, City Clerk Susan Colden, Alderman Louis Lancon,
The February P& L statements, bank balances reports were reviewed. Ms. Roy stated that the expenses and revenues should be at 66.7%. Ms. Roy stated that the P & L has the amended budget recorded. The sales tax is slightly above projections. There are 78 fewer utility customers than last time the water revenue rates were analyzed so water and sewer revenues are still slightly behind budget. Mr. Greer outlined some of the larger projects for water sewer and drainage that will need to be completed. Currently the amount transferred from the Utility fund to the General fund has been less than historical amounts. The Utility fund needs to have the ability to fund the utility functions. The Mayor suggested that the board provide input regarding discontinuing water extension agreements to have the City be in line with State statues. With no other issues to discuss the meeting was adjourned.
7.C Report from the Thursday March 5th, 2020 City of Jeanerette Public Works Committee Meeting
Present- Mayor Carol Bourgeois Jr., Public Works Director Anderson Clay, City Clerk Susan Colden, Treasurer Catherine Roy
Mayor Carol Bourgeois Jr commended public works on their great work. There was discussion concerning the work done by Centerpoint and damage to water and sewer lines by Cleco. The Mayor will speak to Centerpoint and the City will develop an invoice for Cleco. The Mayor will have the police look at Street Lights that need repair. Regarding drainage, the group will develop a drainage map and that map can be used to identify areas of concern. Ms Roy reviewed additional information that is needed to file reimburse requests with FEMA and public works will provide the information. The group discussed adding that information to the Cities Hurricane Preparedness manual. The group discussed public works involvement with adjudicated properties. With no other issues to discuss the meeting was adjourned.
D1. Update from Neal Swain of Statewide Electrical Services on Sewer Operations – No major issues, breakdowns or excursions.
D2. Update from Neal Swain of Statewide Electrical Services on Water Treatment Operations – Still getting pockets of discolored water, increasing flushing to 7 days a week and it seems to be helping. There are still issues with the low free chlorine levels being impacted by the ammonia in the water. The Nitrification plan is still in progress, when that is approved things should improve. Alderman Clark asked how many pumps are operating and Mr. Swain explained that the check valves have been repaired and we have 3 pumps available and the new pump should arrive the first week of April to have 2 pumps in Plant 1.
D3. Update from Police Chief Dusty Vallot – Four deputies have been hired. The back shed is being cleaned out to allow that area to be used for evidence processing such as vehicles, rather than putting them in storage. Compiling list of sick and elderly and doing welfare and business checks with the deputies leaving cards. They are also trying to get a LACE program established which will allow our officers to work overtime on their off days and get more feet on the street, through the state. The Chief has been meeting with representative in the jail to get a few inmates to perform lawn care, detail police units and clean the building. The deputies will perform a mandatory foot patrol during the day. Alderman Ward asked about the procedure for clean out some areas and Chief Vallot said that for the old information in the evidence vault he was going to have the Mayor and DA present and they would go through it and tag a lot of material to be destroyed.
8. Agenda Items-
8A. Change April Meeting to April 14th Due to Conflict with Management Training. On April 13 from 4:30-9 pm the Mayor and Board of Aldermen will be attending a mandatory Management Training by LRWA in Rayne. On Motion by Alderman Clark and second by Alderman Lancon to change the date for the April meeting to Tuesday April 14, motion carried on voice vote of all yea.
8B. Approve Acceptance of the LA Department of Environmental Quality (LDEQ) loan in the amount of $350,000 with 0% interest and 100% principle forgiveness for the LCDBG Sewer Rehabilitation Project. Introduced by Mr. Gene Sellers. On Motion by Alderman Lancon and second by Alderwoman Moore to approve the acceptance of the LDEQ Loan, motion carried on roll call vote.

8C. Approve the employment of bond counsel, Alan Offner with Foley Judell, for the LDEQ loan for the LCDBG Sewer Rehabilitation project. On Motion by Alderman Lancon and second by Alderman Bourgeois to approve the employment of bond counsel, motion carried roll call vote.
Yeas: Aldermen Lancon, Ward, Bourgeois, Clark and Alderwoman Moore

8C. Approval of Amendment Number 3 of the engineering contract with Sellers & Associates for the LCDBG Sewer Rehabilitation project for the pre-application, application & administration services related to the LDEQ loan. On Motion by Alderman Lancon and second by Alderman Bourgeois to approve the Admendment Number 3, motion carried roll call vote.

Abstain: None
Absent: Alderwoman Moore
8E. Award of the construction contract for the LCDBG Sewer Rehabilitation project to the low bidder, Southern Constructors, for the Base Bid, Alternate Bid #1 and Alternate Bid #3 in the amount of $1,098,769.90, subject to the concurrence of the Office of Community Development (OCD) & LDEQ. On Motion by Alderman Lancon and second by Alderman Bourgeois to award the construction contract to Southern Constructors, motion carried, roll call vote.

Alderman Lancon announced starting April 3 the Farmers Market will be returning to Jeanerette at St. Johns the Evangelist Church and Alderman Lancon thanked Father Albert for hosting the market. The Market will be held every Friday from 3pm to 6 pm.
11. Adjourn There being no further business to bring before the Board of Aldermen, motion by Alderman Lancon and second by Alderman Clark to adjourn the meeting carried with a voice vote of all yea.
