Minutes from the Tuesday September 3, 2024 Personnel and Policy Committee Meeting Present –Alderwoman Christia Simmons, Mayor Carol Bourgeois Jr. Finance Manager Christie Connor and City Clerk Susan Colden. Mayor Carol Bourgeois Jr. called the meeting to order and led the prayer. There were no public comments. The next item is the Responsibility Chart, the Mayor wanted to add the Mayor to the responsibility for policy 25, New Hire Police Officer. Next item is the Ordinance for Vicious Animals. Alderwoman Simmons noted that in comparing multiple communities and LMA examples she learned in the editor’s comments that you are no longer allowed to reference specific breeds. You need to state, and that your dog is now considered part of your moveable property. Vicious and dangerous animals’ terms now must be used instead of specific breeds and the terms must be defined and we need to develop a procedure for determining that an animal is dangerous and also create an appeal procedure for the person whose dog was determined to be dangerous. One person identifies the animal and then a committee determines if the animal meets the criteria of dangerous and notifies the owner. The owner then has to follow certain steps including the right to appeal. She also noted that we are not following our current ordinance. The discussion also expressed that our officers need something to contain the animal and we also need the support of parish animal control. The discussion also touched on the need to include all animals, such as horses, pigs, and chickens. With no other business to discuss the meeting was adjourned.
